MINUTES OF THE PLANNING COMMISSION MEETING SEPTEMBER 6, 1989 <br />ZONING PILE #1411-SUSSE% SQUARE CONTINUED <br />this matter and the public hearing was closed. <br />It was moved by Planning Commissioner Cohen, seconded by <br />Planning Commissioner Johnson, to recommend approval of this <br />subdivision per stiLff's recommendations and conditions and that <br />the through street be configured as initially proposed with no <br />right angle or stop sign and that Outlot A be included. Cohen <br />further recommended that the applicant submit copies of a formal <br />landscape plan. Planning Commissioner Johnson recommended that <br />the through road be p.:blic rather than private. Mabusth advised <br />Johnson that the COL:icil would be obliged to act in favor c`_ a <br />private: road to avoid setting a precedent. Planning Commissioner <br />Cohen informed Johnson that he preferred not to amend his motion. <br />Johnson stated that the only variance involved with this <br />application is on the part of the City. Motion., Ayes=5, Nays-0, <br />Motion passed. <br />#1441 DON COPLEY <br />1185 TO MWA ROAD <br />VARIANCE <br />PUBLIC HEARING 7:00 P.M. (CONTINUED) <br />The applicant was present for this public hearing. <br />The Affidavit of Publication and Certificate of Mailing :.,--re <br />duly noted. <br />Buildiig and Zoning Administrator Mabusth informed the <br />Planning Commission that the applicant was seeking a hardcover <br />variance within the 75-250' setback area and a slight average <br />lakeshore setback variance. The applicant is proposing to <br />construct a first level 3-season porch and a second level <br />balcony. Mabusth asked Mr. Copley if he had received staff's <br />memo indicating that staff's hardcover calculations varied from <br />that of the applicant's. Mabusth said that the City calculated <br />hardcover to be 32% as cpposed to 26.1% as shown by applicant's <br />surveyor. Mabusth noted that the City's calculations included 24 <br />s.f. of stairway. <br />Mr. Copley stated that he did not receive the City's <br />information and did not accept the City's calculations. He said <br />that he did not understand how there could such a d.'.fference. <br />Chairman Kelley suggested tabling this matter to allow Mr. <br />Copley an opportunity to review the hardcover calculations with <br />the City staff. Kelley questioned whether Mr. Copley's <br />application could be reviewed at the September 18 Planning <br />Commission meeting? <br />There were no comments from the public regarding this matter <br />and the public hearing was continued. <br />It was moved by Chairman Kelley, seconded by Planning <br />Commissioner Hanson, to table this application and continue the <br />public hearing to the September 18, 1989 Planning Commission <br />
