MINUTES OF TV!! PLANNING COMMISSION MEETING SEPTEMBER 6, 1989 <br />ZONING FILE #1411-SUSSEX SQUARE CONTINUED <br />abide by that policy because the runoff from Areas 4 and 5 will <br />be greater than it is today. <br />Mark Gronberg responded that he was blocking off the 18" <br />culvert id putting in a 12" which would restrict the flow into <br />Farview. Gronberg also noted that a new baffle would be <br />installed which would slow the drainage a bit. Gronberg also <br />stated that the Minnehaha Creek Watershed District is reviewing <br />this proposal. Mabusth noted that only drainage from Area 4 <br />would drain to Area 5 and eventually to Area 6. <br />Mr. George Dixon, 3250 Fox Street, said that after the <br />Planning Commission Meeting in June, a group of neighbors that <br />were concerned about this subdivision got together and hired BRW <br />to draft an alternative plan. Mr. Dixon showed the Planning <br />Commission that proposal. <br />Ms. Ann Mass, 3175 Fox Street, was concerned about drainage <br />and whether it would affect her property. Mr. Gronberg explained <br />that in the case of the 100 year storm, the pond at the southwest <br />corner would rise to the 966 elevation which would be less than <br />the berm at 9671. If the culvert were to plug, then water would <br />f low over at a 967' elevation. He said that the chance of that <br />occuring is remote. <br />Ms. Mass said that what Mr. Gronberg was saying did not <br />accurately ref lect what is happening. She said that since she <br />has lived on the property, the water has been up to the road. <br />Gronberg replied that the culvert was half full of gravel and <br />needed to be cleaned out. He said there was another culvert that <br />was completly plugged. It would be the applicant's intention to <br />clean out those culverts. Ms. Mass said that she was also <br />concerned about the runoff carrying lawn fertilizers into Lake <br />Minnetonka. <br />Mr. Joseph Chadwick, expressed his concern about water <br />backing up behind his house and affecting his septic system. Mr. <br />Gronberg responded that the water level would only increase to <br />the property line of the applicant's Froperty. <br />Dr. Lawton said that th% perimeter birders had not yet been <br />defined. Gronberg explained for the benefit of the Planning <br />Commission that this was an "auditor's Subdivision" and there was <br />a discrepancy in the legal descriptions being shown. Kelley <br />suggested that the discrepancy be cleared up prior to final <br />approval. <br />Mr. David Mgss quescioned whether the Minnehaha Creek <br />Watershed Distric-. had approved this proposal? Mr. Gronberg <br />replied that it was scheduled for their review on September 21st. <br />Kelley recommended that ;property owners with drainage concerns <br />attend that meeting. <br />There were no further comments from the public regarding <br />4 <br />
