MINUTES OF THE PLANNING COMMISSION MEETING SEPTEMBER 6, 1989
ZONING FILE #1411-SOSSEX SQUARE CONTINUED
there was a right angle.
Ms. Wildman explained that she was proposing a stop sign for
safety reasons.
The Planning Commission addressed the issue of OutloL A and
whether or not it should be included in the subdivision.
Chairman Kelley asked Dr. Greg Lawton, the only resident with
property abutting the proposed Outlot A.
Dr. Lawton said that the Outlot would enter his property in
the center of the western border of his property. He said that
he would be the only person that would benefit from the Outlot as
it would allow him to access his property from the west. Mabusth
advised Dr. Lawton that in the event he chose to subdivide his
property, the City may ask that he provide a connection from
Outlot A to Old Crystal Bay Road.
Chairman Kelley said that he did not believe that Outlot A
was necessary. He also suggested that the applicant also
submit a plan for entrance gates/monuments.
Mr. Phil Byers, 3083 Farview Lane, said that he was
concerned about runoff from Area 3 and 4 draining to Area 5 where
it would concentrate from the water coming down the road from the
south running through the existing pipe under Fox Street. He
said that drainage Area 4 has a 100 year flood level of less than
2' above normal. He questioned whether replacing the existing
pipe with a pipe of lesser diameter would have any affect on the
rate water passed through.
Chairman Kelley advised Mr. Byers of the City's policy that
disallows the development of any property to increase the rate of
runoff that currently flows from the property.
Mr. Byers contended that Ms. Wildman's proposals would not
3
