MINUTES OF THE PLANNING COMMISSION MEETING SEPTEMBER 6, 1989 <br />ZONING FILE #1411-SOSSEX SQUARE CONTINUED <br />there was a right angle. <br />Ms. Wildman explained that she was proposing a stop sign for <br />safety reasons. <br />The Planning Commission addressed the issue of OutloL A and <br />whether or not it should be included in the subdivision. <br />Chairman Kelley asked Dr. Greg Lawton, the only resident with <br />property abutting the proposed Outlot A. <br />Dr. Lawton said that the Outlot would enter his property in <br />the center of the western border of his property. He said that <br />he would be the only person that would benefit from the Outlot as <br />it would allow him to access his property from the west. Mabusth <br />advised Dr. Lawton that in the event he chose to subdivide his <br />property, the City may ask that he provide a connection from <br />Outlot A to Old Crystal Bay Road. <br />Chairman Kelley said that he did not believe that Outlot A <br />was necessary. Planning Commissioner Johnson said that though <br />the Outlot was not necessary, it should be included ?n the plans. <br />He said that if it was later found to be unnecessary, it could be <br />released. <br />Dr. Lawton said that due to the topography in the area <br />between Old Crystal Bay Road and the proposed Ou-.A of A, it would <br />not be practical to develop a road through that area. <br />Planning Commissioner Cohen said that there was a <br />discrepancy regarding the proposed lots meplA ng the required <br />200' front width. <br />Building & Zoning Administrator Mabusth said that there is <br />adequate frontage and proceeded to define lot width for each lct. <br />Chairman Kelley said that he would like the applicant to <br />submit a landscape plan for the Council and neighboring property <br />owners to review. He also suggested that the applicant also <br />submit a plan for entrance gates/monuments. <br />Mr. Phil Byers, 3083 Farview Lane, said that he was <br />concerned about runoff from Area 3 and 4 draining to Area 5 where <br />it would concentrate from the water coming down the road from the <br />south running through the existing pipe under Fox Street. He <br />said that drainage Area 4 has a 100 year flood level of less than <br />2' above normal. He questioned whether replacing the existing <br />pipe with a pipe of lesser diameter would have any affect on the <br />rate water passed through. <br />Chairman Kelley advised Mr. Byers of the City's policy that <br />disallows the development of any property to increase the rate of <br />runoff that currently flows from the property. <br />Mr. Byers contended that Ms. Wildman's proposals would not <br />3 <br />
