MINUTES OF THE PLANNING COMMISSION MEETING SEPTEMBER F, 1989 <br />ZONING FILE #1411-SUSSEX SQUARE CONTINUED <br />Mr. Gronberg showed four options being considered for <br />entrance gates. <br />Mr. Gronberg provided a detailed explanation of the drainage <br />pattern fcr the property. He said that the detention pond had <br />such a capacity that 100 year storm water runGff would only raise <br />the level of the pond 1/4". He said that a raffle weir would be <br />installed to improve water quality, Gronberg said that Area 2 <br />was presently a problem because the 12" culvert running west <br />under Leaf Street was plugged and because of it being so small, <br />would overflow in a 100 year storm. He was proposing to dig out <br />a much larger holding pond and take the storm water into that <br />pond. He said that an attempt would be made to do the road <br />grades in such a way thst drainage would remain the same, <br />however, there will be small increases in each watershed area <br />that will be dealt with individually. ;ronberu said that there <br />had been concern expressed about over -development of this parcel. <br />Ha compared the Plat of Farview with the Fox tend proposal. <br />Mabusth questioned how many of the lots in ~.he Farview <br />subdivision meet the 200' lot width standard? Gronberg replied <br />that there were 6 lots that did not meet that standard. <br />Mabusth asked Gronberg whether drainage was currently a <br />concern in Area 6? Gronberg replied that drainage in Area 6 has <br />always been a concern but added that problems were likely to <br />occur in very rare instances and that this development will ha re <br />no impact on Area 6. <br />Gaffron questioned what the status would be of the pond <br />being excavated in the northwest corner? Gronberg answered <br />that the pond would remain dry inbetween storms. <br />Chairman Kelley questioned who would maintain the various <br />baffles and culverts. Gronberg said that usually the homeowner's <br />agreement addresses such issues. Mabusth said that the City <br />would take drainage easements over all of the drainage ways and <br />detention/retention areas. If the Homeowners Association failed <br />to make necessary repairs to the drainage system, the City would <br />have the right to make the necessary reparis in emergency <br />situations and assess costs against individual homeowners. <br />Chairman Kelley opined that he was in favor of the through <br />road with no right angle or stop sign. Kelley said that it would <br />take less time to qo from Leaf Street directly to Fax Street. <br />Kelley said that it would also be easier to maintain the through <br />road if it was configured with no right angle. Gronberg said <br />that they would be willing to forego the right angle if the City <br />indicated that preference. <br />Planning Commissioner Johnson concurred with Kelley. He <br />said that the road would only be used by residents of the <br />subdiv.4Sion and they would probably tend to cut the corner if <br />E <br />
