MINUTES OF THE PLANNING COMMISSION MEETING SEPTEMBER 6, 1989 <br />ATTENDANCE 7:00 P.N. <br />The Orono Planning Commission met on the above date with the <br />following members present: Chairman Kelley; Planning <br />Commissioners Johnson, Cohen, Hanson and Moos. The following <br />represented the City staff: Building and Zoning Administrator <br />Mabusth, Assistant Planning and Zoning Administrator Gaffron and <br />City Recorder Scheffler. Councilmember Goetten was also present. <br />#1411 SUSSEX SQUARE DEVELOPMENT <br />3020 FOX STREET <br />PRELIMINARY SUBDIVISION <br />CONTINUATION OF PUBLIC HEARING 8:00 P.M. TO 9:07 P.M. <br />Ms. Nina Wildman was present for this public hearing, as was <br />Mr. Mark Gronberg, her Surveyor/Engineer. <br />The Affidavit of Publication and Certificate of Mailing were <br />duly noted. It was also noted by Building and Zoning <br />Administrator Mabusth that persons shown on the property owners <br />list were re -notified. <br />Building and Zoning Administrator Mabusth explained that the <br />applicant has presented a revised plan showing 17 lot; and a <br />through road. Mabusth said that there is no longer 1 problem <br />with lot width. Mabusth referenced Michael Gaffcon's memo <br />regarding the availability of suitable septic sites on each lot. <br />Mark Gronberg explained that the road would be . ocated 26' <br />away from the wetlands. He said that the outlot had been <br />relocated and though they were not in favor of having the outlot, <br />they would conform to the City's policies. He said that there <br />would now be a through street to Leaf Street and he was proposing <br />to have a stop sign at that intersection. He noted that all of <br />the lots would meet the required 200' front width. Gronberg <br />showed approximately where the proposed houses would be located. <br />IIe said that each lot would be a walkout lot with iihe exception <br />of Lots 2 and 3. He Said that all dry areas shown are to the 100 <br />year flood plain rather than to just the normal flood elevations. <br />Gronberg showed the proposed grading limits for the roadway. He <br />said that he was sticking very closely to the right-of-way with <br />the exception of the area for Lots 2 and 3 where filling will be <br />necessary and the upper corner where excavation for ponding areas <br />will occur. He said that tree removal would be minimal and would <br />occur mainly in the area of the cul-de-sac. He said that the <br />applicant proposed to plant 10' to 15' spruce trees along the <br />pond extending to the entrance on Leaf Street. <br />Chairman Kelley questioned whether the applicant had sketch <br />plans of the landscaping plan? <br />Ms. Wildman replied that she did not have the plans at this <br />time but was wo- zing with a landscape architect and would have a <br />plan at a later time. <br />1 <br />
