Storm sewers take run-off from the roadway <br />along the shared lot lines of Lots 1 and 2, Block 1 to the <br />retention area. <br />Area 3 in the mid -north portion of the property drains as staff <br />originally thought predominately to the south and eventually to <br />the large retention area on the east border. Major drainage <br />easements will be retained by the City between the shared lot <br />lines of Lots 4 and 5, Block 1. Note that applicant has also <br />shown the required 26 foot setback from the edges of the wetlands <br />defined at the 975 elevation. At the street intersections <br />drainage is taken via a storm sewer with an outlet to the <br />retention pond to the east. Drainage from Area 3 eventually <br />dr.nins into the watershed along Old Crystal Bay Road and <br />eventaully to French Lake over grassed swaled yards and <br />»nderground drainage dipes. <br />Area 4 drains to a retention area to the immediate north of the <br />"exception" in the plat via an underground tile to Area 5, which <br />eventua, ' y (!gains to Farview plat and eventually to Maxwell Bay. <br />All retention ponds have baffels with controls on outlets review <br />Exhibit X for details. Each retention pond has been defined at <br />the flood elevation, rather than the normal high water mark. The <br />applicant's engineer has also provided information on minimum <br />basement elevations for Lots affected by the retention areas. <br />The City will acquire conservation and flowage easements over all <br />retention areas defined as drainage easements and in addition the <br />City will ask for drainage easements over the drainage ways and <br />storm sewers (located out of road right-of-ways) protecting <br />integrity of the drainage system within the development. <br />Grading/Erosion Control/Landscaping <br />Typical sections of the road and the silt fence detail are <br />provided in Exhibit X. Lots 2 and 3, Block 1 will be filled to <br />raise the building sites. All other lots will remain <br />undisturbed. The only alterations proposed on this property <br />will be the installation of the roads and the filling of Lots 2 <br />and 3. It should also be noted that the septic areas within <br />those two lots should be staked before heavy equipment is <br />allowed to enter site. The City Engineer has reviewed the <br />grading plans and has conceptually approved them. I have also <br />been advised by Mr. Gronberg that he will be able to demonstrate <br />the minimal removal of trees as a result of these excavations. <br />In addition he will provide a landscape plan that provides <br />plantings along the roadway of Fox Street and Leaf Street. In <br />relation to other properties that have been subdivided in the <br />City, this property has minimal tree coverage. Planning <br />Commission members may wish additional plantings within interior <br />of property. If Planning Commissicn concurs, staff will work with <br />the applicant to provide additional plantirgs along the interior <br />plat road. <br />
