Zoning File #1411 <br />September 1, 1989 <br />Page 2 of 9 <br />Roads/Future Access <br />The interior plat road has been designed as a through road. <br />Outlot A will be developed connecting to Leaf Street. There <br />shall be a stop sign at the intersection of Outlot C and Outlot B <br />in order zo discourage speeders that may use this road as a <br />bypass. If Planning Commission feels it more appropriate Outlot <br />R can be redesignated as a continuation of Outlot C and the cul- <br />de-sac be redesignated as Outlot B. This will discourage any <br />critics of the plat from assuming the City would have to grant a <br />length variance for the plat road. Outlot A has been <br />repositioned to north exiting now to a dry area and away from the <br />wetlands to the south and east. Future access to the south of <br />the major wetland on the east side of the property was <br />discouraged because it would be too close to the Fox Street <br />roadway. The roads have all been platted at the required 50 foot <br />width with 100 foot diamate. cul-de-sacs. Please review the road <br />plans Exhibits Y. The road shall be designed per Urban Road <br />profile 28 foot minimum paired width to the inside edges of the <br />curbing. Curbs and gutters will be provided. The applicant will <br />be responsible for selecting three road names one for the major <br />thru road and two for the cul-de-sac roadways. Please refer to <br />your earlier exhibits in your pa<:'_at for your June meeting that <br />showed the ownership patterns of the properties to the east. <br />Note also that the plat road has been moved 26 feet from the <br />wetland along the east side of the property. <br />Wetlands/Watershed <br />There are five basic watersheds that make up the property. Refer <br />to Exhibit W. Unfortunately we do not have a large size map for <br />Planning Commission's review, but a larger scaled copy will be <br />availalbe at your meeting. Mr. Gronberg will also be present to <br />present the drainage plans for the plat and -answer any questions <br />members may have. <br />Watershed 1 as shown on your map in southwest corner of the <br />property predominately drains to the west via an open drainage <br />way through the Stei:Aow Addition and out to Stubbs Bay. A berm <br />at the 967 elevation along the south side of the pond inhibits <br />drainage up to 967 elevation overflow drains to the culvert in <br />the southwest corner and then eventually to Maxwell Bay. <br />Drainage from the roadway based on the design and grade at the <br />curve of the road brings water to the southwest corner culvert <br />also. I am told by property owner to the south that this <br />drainage design creates erosion problems on his property. Staff <br />has asked Mr. Gronberg if the use of that culvert could be <br />discontinued and what the impact would be on the drainage to the <br />west. Mark Gronberg said that filling would be necessary to <br />provide the re-channe-lization of the collection area now to the <br />northern culvert. The request was feasible and could be <br />considered. <br />
