DeteriL.ration of the wal.i.s has been <br />hastened along by serious drainage problems and th,-: to back <br />100 year storms of 2 years ago that created the ma�ol washout. <br />The lakeshore yard is currently in an unusable and unsafe <br />condition. The new retaining wall systems will actually reduce <br />the tiers of retaining walls within the lakeshore yard. The <br />height of the wall is proposed at 2 feet to 8 feet exposed <br />vertical height. Where the grade at the outside of the wall <br />eAceeds 30 inches in height rather than installing a railing per <br />the building code, applicant proposes planter boxes. Positive <br />drainage will be provided with drainage outlets at each side of <br />the lakeshore yard. Note that the retaining wall tiers will be <br />installed with grass. Surface runoff will run over grassed areas <br />to the weep holes at east side and through a filter/trench system <br />at the opposite end draining into a grassed retention area and <br />finally to an existing drainage pipe at the north side of the <br />lakeside yard. The applicant's landscape architect has laid out <br />a system of lath and string line designating the location and <br />height of the proposed wall for members of Council and Planning <br />Commission who visit the site. A visit to this site is most <br />important in order to not only understand the many exhibits <br />submitted for this review but the full intent and purpose of this <br />comprehensive repair project. <br />The City Engineer has completes' the majority of this review. <br />Please review his comments and recommendation in Exhibit D. <br />Additional Staff Comments <br />Staff would recommend that the 240 square feet of the house <br />addition that was approved with permit #4181 with an incorrect <br />survey now be creditod against the hardcover within the 75-250 <br />foot: setback area, resulting now in a slight excess of hardcover <br />at a total of 13,344 sq ft (existing 13,134 + 240) or 25%. <br />Applicant must be advised that any other improvements that <br />require additional hardcover will require future variance <br />a )proval of the amity.
