Motion, <br />Ayes=5, Nays=O, Motion passed. <br />#1448 KEVIN HAWKINSON <br />1125 WILLOW DRIVE NORTH <br />PRELIMINARY SUBDIVISION CLASS II <br />PUBLIC HEARING 9:00 P.M. TO 9:10 P.M. <br />The Affidavit of Publication and Certificate of Mailing were <br />duly noted. <br />Mr. and Mrs. Hawkinson were present for this public hearing. <br />Assistant Planning and Zoning Administrator Gaffron informed <br />the Planning Commission that the applicants were proposing a two <br />lot subdivision. This 5-acre lot intended for subdivision was <br />part of a 4-lot subdivision approved in 1978. The Hawkinson's <br />wish to create a 3 acre and 2 acre lot. There is an existing <br />pond in the proposed Lot 1 which has a Conservation and Flowage <br />Easement granted over it. Drainfield testing has occurred in the <br />northwest corner, the highest ground on the property, and it was <br />determined that mound systems would be suitable. There is a <br />drainageway that runs across to ponds to the west where there are <br />existing houses. Gaffron said that the surveyor took elevation <br />pictures which indicated that drainage flowed from the east to <br />the west. Gaffron said that it would be likely that the City <br />Enginaer will require a 20' wide drainage easement to assure that <br />drainage will continue to f low into the western pond. Gaffron <br />also explained the proposed access for Lot 1 and the potential <br />conflict of the County right-of-way and existing drainfield sytem <br />for Lot 2. He said that due to a need for turn lanes on Willow <br />ZONING FILE #1448-HAWKINSON CONTINUED <br />(should that section of Willow become County Road 116) the County <br />would probably ask for additional footage. Gaffron said that <br />there are existing accessory buildings on Lot 2 which total 2,900 <br />s.f. Gaffron noted the options available for addressing the <br />accessory structures. <br />Chairman Kelley said that there would be no need for <br />variance approval if the applicant would agree to remove enough <br />of the accessory structures to meet the City Code. Mr. Hawkinson <br />said that he would see no problem with that. <br />There were no comments from the public regarding this matter <br />and the public hearing was closed. <br />It was moved by Chairman Kelley, seconded by Planning <br />Commissioner Johnson, to recommend approval of the preliminary <br />subdivision, pursuant to staff recommendations and the removal of <br />sufficient accessory structure, not to exceed the 2,400 s.f. <br />allowable. Planning Commissioner Hanson said that he had <br />contemplated purchasing this property at one time, but he back <br />away from it because he did not think that the soils were <br />conducive to building. Gaffron said that there was no question <br />that the soils were Glencoe and that this was a "builder beware" <br />type of lot because expenses will need to be incurred for soil <br />correction.
