City departments <br />established. <br />(3) If the response to a councilmember's <br />inquiry will require significant time and <br />effort, the staff person shall refer the <br />councilmember to the administrator to <br />determine whether the request can be <br />accommodated within the current <br />workload priorities. If the request conflicts <br />with other workload priorities, the <br />administrator may refer the request to <br />the full council to determine whether the <br />request should displace other council <br />priorities. <br />(4) Concerns raised by city employees regard- <br />ing the administration of the city shall be <br />addressed through the chain of com- <br />mand. The city's administrative policy <br />shall set out the process to be used for <br />addressing a concern through the chain <br />of command. <br />(5) Concerns raised by city employees regard- <br />ing pay, benefits, and other employment - <br />related matters shall be addressed <br />through the grievance policy set out in <br />the city's personnel policy. <br />(Code 1984, § 2.06(7); Code 2003, § 2-101; Ord. <br />No. 182(2nd series), § 1(2.06(7)), 1-25-1999; Ord. <br />No. 286(3rd series), § 11, 12-11-2023) <br />Sec. 1.08.370. Acting administrator. <br />The administrator may appoint an acting <br />administrator to discharge the duties of the <br />administrator's office when the administrator is <br />on vacation, sick leave, leave, or out of the area <br />on business. If the city council does not rescind <br />or modify the appointment at the next city <br />council meeting, the appointment shall be deemed <br />ratified. If the city administrator no longer holds <br />the position, the mayor may appoint an acting <br />administrator subject to concurrence of the council <br />at their next regular scheduled meeting. The <br />appointment shall state the powers and author- <br />ity granted to the acting administrator. <br />(Code 1984, § 2.11; Code 2003, § 2-102) <br />City departments shall be established as needed <br />to provide for the delivery of city services. The <br />heads of such departments shall report to the <br />city administrator and shall perform such duties <br />as assigned by the city administrator. <br />(Code 2003, § 2-137; Ord. Department heads. <br />(a) All department heads and employees shall <br />be appointed by the city administrator, subject to <br />approval by the council. All appointments shall <br />be for an indeterminate term. <br />(b) The heads of all departments and the <br />employees who are members of such depart- <br />ments shall be under the direct supervisory <br />authority of the city administrator, and all com- <br />munications (excepting inquiry) between members <br />of the council and heads of departments shall be <br />through the city administrator. <br />(c) At the direction of the city administrator, <br />the department heads will have the following <br />duties: <br />(1) Be immediately responsible to the city <br />administrator for the effective administra- <br />tion of their respective department and <br />subordinate sections. Department heads <br />have the power to establish work rules <br />and to initiate disciplinary proceedings <br />in accordance with established civil service <br />rules. <br />(2) Keep informed as to the latest practices <br />in their particular field and will imple- <br />ment, with the approval of the city <br />administrator, such new practices as <br />appear to be of benefit to the service and <br />to the public. <br />(3) Submit reports of the activities of their <br />departments to the city administrator as <br />requested. <br />(4) Establish and maintain a system of <br />records and reports in sufficient detail to <br />CD1:16 <br />
