Provide a typical section <br />showing landscaping ciaia�ert to fencing, specify type of <br />plantings, applicant to ".plain why berming cannot be <br />provided, provide a more detailed site plan showing adjacent <br />houses and undeveloped residential lots within the <br />Huntington Farm plat, show existing and proposed driveway, <br />locate house on south side of Sixth Avenue North in relation <br />to the proposed driveway location, locate existing mature <br />trees and proposed landscaping and specify landscaping. <br />Applicant's response - The applicant has moved the facility <br />further east taring advantage of the lower elevation and <br />cutting into t`•- Dank creating 7' banks or berms along the <br />west side. review Exhibits T & U. the facility and driveway <br />are no lon4er immediately opposite the residence on the <br />south side of Sixth Avenue. The transformer is <br />approximately 2•:0' from the northeast corner of that <br />residence. Please review Exhibit Q, the nearest residential <br />unit within the Huntington Farm subdivision is located <br />approximately 379' from the rear of lot line of the building <br />pad (Lot 9). Review Exhibit R, staff recommends that the <br />berm be continued along the south side of the facility <br />shielding the property to the south of Sixth Avenue North <br />and to extend the beam along the west side in a <br />northwesterly direction shielding the visual and noise <br />impact from the residence on Lot 8 in Hunt Farm. This <br />extension should be about 60' in length. Evergreen plantings <br />would be the only acceptable type of year-round landscaping <br />for the facility. We would ask for 2 stagered rows of 6' <br />high evergreens within the berm areas. Both berm and land- <br />scaping will serve to deflect and absorb sounds from the <br />operation of the transformer and fans. Note both driveway <br />and facility will maintain a 26' setback from the w,stlands <br />(964 elevation). 'rhe fence has still. been shown at a 99' <br />setback from the front/street property line and must be <br />placed 100'. Applicant to provide information as to why it <br />cannot meet the 100' setback. <br />.,l <br />D. Substantiate need foripower station in present location. <br />Please review Exhibits ► & M, the area of concern has been <br />defined in the graphi,7s suhmi:_ted on Exhibit M. Based on <br />the peak demand in th-i .:rea of concern, based on the graph, <br />it appears that we ha, - already reached the level of maximum <br />at the given capacity. It would appear that by 1990 we will <br />exceed existing capacity at a 12,000+ KVA level. 69 KV <br />transmission lines have been denoted on the map. As was <br />noted at the meeting, access and the proximity to higher <br />densities adjacent to the Luce Line made these areas most <br />unacceptable. Roger Hargraeave will be present at the <br />meeting to discuss the needs for the area in greatt= detail <br />and hopefully provide more readable maps for discussion <br />purposes. <br />
