Zoning File #1417 <br />July 13, 1989 <br />Page 8 <br />Eileen Hassel contacted staff to advise of a location that <br />might provide less of an impact on adjacent residential.. <br />The site was adjacent to the Busy Beaver Day Care off of <br />Highway 12. The applicants visited the site and determined <br />that it was out of the area of concern and not adjacent to <br />the 69 KV transmission lines. <br />Options of Action Available to the Planning Commission - <br />If the application for a conditional use permit is to be <br />denied, the Planning Commission must relate to the necessary <br />findings set forth in Section 10.09, Subdivision 6. If approved, <br />the approval recommendation should contain some of the following: <br />"to recommend approval of a conditional use permit for <br />Northern States Power Company to install a elf ctrical <br />substation at 3960 Sixth Avenue North" <br />Approval is subject to the following conditions: <br />1. Power substation is approved at a 69-138 KV capacity <br />with a resulting distribution voltage of 13.8 KV. Applicant <br />is hereby advised that the granting of this conditional use <br />permit conveys no vested rights and that any attempt to <br />increase the capaci}y of this substation requires a separate <br />conditional use permit review. <br />2. At the tics of application for a building permit for the <br />substatio,:, the applicant must provide cross <br />profile/engineering plans for driveway and profile of base <br />to be installed at facility. Applicant is to submit an <br />amended landscape and grading plan designating a berm <br />extending along the south side of the facility for <br />approximately 69' graduating with 4:1 slopes as it <br />approaches the entrance drive. Berming is to be extended <br />along the west side of the facility in a northwesterly <br />direction for approximately 601. Landscape play to be <br />amended providing 6' high evergreen plantings in 2 rows of <br />staggered plantings. <br />Relocate fence to meet 1C9' setback from front street <br />line. <br />4. Cooling fans of transformer to be placed so as to reduce <br />noise impact on adjacent residential properties to west and <br />south. <br />5. All construction/excavation to be 26' from the adjacent <br />wetlands defined at the 964 elevation. <br />
