LA25-000007, 4745 North Shore Drive, After-the-fact Conditional Use Permit Amendment – <br />Resolution 7589 <br /> <br />Benson asked to pull this item as several Council members were not part of earlier discussions. <br /> <br />City Planner Curtis answered questions about the planting and screening planned. <br /> <br />Benson moved, Ricks seconded, to adopt Resolution No. 7589 as drafted. VOTE: Ayes 4, Nays 0. <br />PUBLIC HEARING <br /> <br />12. Stubbs Bay Lake Improvement District Public Hearing <br /> <br />The City Council is requested to receive a presentation from the group requesting that a Stubbs Bay Lake <br />Improvement District be established. <br /> <br />Karena Casey, 255 Landmark Drive, Orono, presented the proposal for the Lake Improvement District <br />(LID). <br /> <br />Mayor Tunheim opened the public hearing at 7:08 p.m. <br /> <br />Lee Harren, 175 Landmark Drive, spoke in favor of the LID. <br />John Theisse, 3855 Bayside Road, said he was in favor of the LID. <br />Jeff Strandberg, 3895 Bayside Road, asked for approval of the Stubbs Bay LID. <br />Mark Berg, 3845 Bayside Road. spoke in support of the LID. <br />Steve Nielsen, 3300 Carman Road, Carman Bay, a representative of the Carman Bay LID, spoke in <br />support of the Stubbs Bay LID. <br />Marilyn Nelson, 446, 500, and 550 Tonkawa Road, a family ownership group, spoke in favor of the LID. <br />Sandy Rasmussen, 1186 Wildhurst Trail, Forest Lake Bay, asked the Council to recognize that each Bay <br />will need to be taken into consideration based on its individual circumstances. <br />Mike Lee, 3424 Easton St., supported the LID. <br />Brian Rasmussen, 1186 Wildhurst Trail, Forest Lake Bay, mentioned the difference between milfoil and <br />coontail. <br />Nancy Solie, 3500 Bayside Road, spoke in favor of the LID. <br />Cindy McDonnell, 1420 Baldur Park Road, talked about their experience on North Arm Bay and spoke in <br />favor of LIDs. <br />Mark Casey, 255 Landmark Drive, spoke in favor of the LID. <br />Tom Goodyear, 712 Tonkawa Road, raised concerns about the chemicals that are used to treat invasive <br />plants and the effects on fish based on studies done on minnows. <br />Maryann Merideth, 405 Oxford Road, asked the Council to approve the LID. <br />Mark Johnson, 555 Oxford Road, spoke in favor of the LID. <br />Kathy Sawicki, 4510 North Shore Drive, Forest Lake Bay, said milfoil has not disappeared from Forest <br />Lake Bay. <br />6
