Minutes <br />City Council Regular Meeting <br />Monday, June 9, 2025, 6:00 PM <br />City Council Chambers 2780 Kelley Parkway, Orono, MN 55356 <br /> <br /> <br />Page 3 of 4 <br /> <br />Barbara Schmidt, 50 Landmark Drive, agreed there is a weed problem, but asked the City to look at other <br />options and think about the whole picture, the long-term cost, and commitment. <br />Ed Rockwell, 4888 Edgewater Drive, Mound, spoke in opposition to the LID on behalf of residents of the <br />Lake Minnetonka area. <br />Lee Harren, 175 Landmark Drive, spoke about financing. <br />Karena Casey, 255 Landmark Drive, clarified points from the hearing concerning chemical safety and <br />financing. <br />Eric Evenson, Executive Director of the Lake Minnetonka Association, spoke in favor of LIDs. <br />Barbara Schmidt, 50 Landmark Drive, read the Minnesota Rules on LIDS and liability for them. <br /> <br />Mayor Tunheim closed the public hearing at 8:12 p.m. <br /> <br />The Council discussed the issue and asked questions of staff, technical experts, and the public. <br /> <br />Benson moved, Schwingler seconded, to accept the Certified Petition for the establishment of the <br />Stubbs Bay Lake Improvement District. VOTE: Ayes 4, Nays 0. <br />Benson moved, Schwingler seconded, to adopt Resolution 7495 establishing the Stubbs Bay Lake <br />Improvement District. VOTE: Ayes 4, Nays 0. <br />Benson moved, Schwingler seconded, to appoint the Initial Board of Directors as submitted for the <br />Stubbs Bay Lake Improvement District. VOTE: Ayes 4, Nays 0. <br />RECESS & RECONVENE <br />Mayor Tunheim recessed the meeting at 9:10 p.m. The meeting was reconvened at 9:15 p.m. <br />COMMUNITY DEVELOPMENT REPORT <br /> <br />13.
