2 <br />these homes vary between .33 acres and .96 acres, with the average lot <br />size being around .58 acres.1 <br />Ferndale North <br />(Plymouth) <br />The Property is bordered on the east by the Ferndale North <br />subdivision in the City of Plymouth. The Ferndale North subdivision <br />was developed within a Residential Planned Unit Development in <br />1978. The subdivision contains 170 single family homes and was <br />developed with smaller lot setbacks and lot width requirements than <br />typically found in a more rural area. <br /> <br /> <br />B. Conformity with the 2020-2040 Orono Community Management Plan <br /> <br />1. Existing Land Use for the Property <br /> <br />The City of Orono adopted the final 2020-2040 Orono Community Management Plan (the <br />“Community Management Plan”) on June 10, 2019 in accordance with state law.2 The Existing <br />Land Use Map set forth in the Community Management Plan places the Property in the Land <br />Use Class of Urban Low Density Residential (0.5-2 units/acre). <br /> <br />2. Future Land Use for the Property and Consistency with Community Management Plan <br /> <br />The City has made clear that the Proposed Future Land Use Map “will form the basis for <br />land use and zoning decisions over the next 20 years”.3 The Proposed Future Land Use Map set <br />forth in the Community Management Plan places the Property in the Land Use Class of Urban <br />Low Density Residential (3-8 units/acre). The City of Orono, in its Community Management <br />Plan, has placed the Property in the same proposed land use category as Glendale Cove (an <br />RPUD), Oliver Hill (an RPUD), Orono Preserve (an RPUD), Stonegate (an RPUD), and Summit <br />Station (a PRD), among other developments. <br /> <br /> <br />1 The average lot size is larger because significant portions of each of the largest lots consist of <br />unbuildable wetlands, leading to a relatively small buildable area for each lot. <br /> <br />2 Under state law, cities within the seven-county metropolitan area must enact a comprehensive <br />plan to guide future land development. See Minn. Stat. §§ 473.851-.871 (2024). Cities are required <br />to submit these plans to the Metropolitan Council for review to determine compatibility and <br />conformity with the Council’s land use plans for the area.
