3 <br />The proposed development of the Property at a density of two units per acre is lower than <br />the density envisioned by the Community Management Plan. The Community Management <br />Plan guides the Property at a higher density of 3 to 8 units per acre. <br /> <br />The development proposal meets a number of goals for housing established within the <br />Community Management Plan, including: <br /> <br />• Continuing to maintain the historic identity and character of the separate urban and <br />rural neighborhoods by maintaining a density similar to that already established <br />within the area for decades; <br /> <br />• Protecting neighborhoods from encroachments of incompatible land uses; <br /> <br />• Coordinating Orono’s current and future land uses with that of neighboring <br />communities, including the City of Plymouth (Ferndale North neighborhood to the <br />east) and the City of Wayzata (Ridgeview Heights neighborhood to the southeast); <br /> <br />• Extending the character of the Northgate neighborhood to the south and east and the <br />Hill O’Way neighborhood to the north; and <br /> <br />• Providing a housing type and residential density consistent with environmental and <br />land use plans and with the availability of public services and facilities, particularly <br />since the Property is already serviced by municipal sewer and water. <br /> <br /> <br />C. An RPUD for the Property Effectuates the Goals of the Community Management Plan <br /> <br />1. The Purpose of an RPUD <br /> <br />The purpose of the RPUD district is to implement the goals of the Community Management <br />Plan.4 The RPUD district “is established to accommodate the densities and types of residential <br />development contemplated in the [Community Management Plan] by incorporating the <br />principles of the planned unit development concept”.5 <br /> <br />The Proposed Future Land Use Map set forth in the Community Management Plan places the <br />Property in the Land Use Class of Urban Low Density Residential (3-8 units/acre).
