1 <br />To: City of Orono <br />From: Darryn Beckstrom (on behalf of property owner, Kenwyn Beckstrom) <br />Date: April 23, 2025 <br />Subject: Narrative for Sketch Plan for Redevelopment of 245 Ferndale Road North <br /> <br /> <br />We are requesting feedback on a sketch plan for redevelopment of an approximately one-acre <br />parcel of property located at 245 Ferndale Road North (the “Property”). We are proposing a <br />rezoning of the Property from R-1A Single Family Residential District, requiring a minimum <br />residential lot size of one acre, to a two-lot Residential Planned Unit Development (“RPUD”). <br />The existing home on the Property would be torn down and two new single-family homes would <br />be constructed on the separate lots. <br /> <br />A. General Site Characteristics and Surrounding Development <br /> <br />1. The Zoning District and the Property <br /> <br />The Property is located within the R-1A Single Family Residential District. The R-1A <br />Single Family Residential District is a very small zoning district within the City of Orono, <br />located on the most eastern border of the City. This district borders the City of Plymouth to the <br />east and the City of Wayzata to the south. The Property is in the Metropolitan Urban Service <br />Area and is already serviced by municipal sewer and water. <br /> <br />2. The Surrounding Development <br /> <br />The site property is a parcel of land that is surrounded by three subdivisions: (1) <br />Northgate Two; (2) Hill O’Way Manor; and (3) Ferndale North. <br /> <br />Subdivision Description <br />Northgate Two <br />(Orono) <br />The Property is bordered on the west and south by Northgate Two. <br />Northgate Two, located in the R-1A Single Family Residential <br />District, was developed as a Planned Residential Development in 1979 <br />in the City of Orono. Northgate Two created seven building pads <br />sized to accommodate the single-family homes expected to be built <br />(ranging between .17 and .19 acres). <br />Hill O’Way Manor <br />(Orono) <br />The Property is bordered on the north by the Hill O'Way Manor <br />subdivision in the City of Orono. This subdivision is located in the R- <br />1A Single Family Residential District and was developed prior to the <br />1975 rezoning. It contains 38 single-family homes. The lot sizes for <br />34
