Mayor Grabek S Orono Council Members <br />Planning Commission Chairman Kelley <br />Orono Planning Commission Members <br />City Administrator Eernhardson zAr.iE] \ <br />From:Michael P, Gaffron, Asst Planning & Zoning Administrator <br />Date:May 11, 1989 <br />Subject:#1326 Wayzata Country Club, 200 Wayzata Blvd ~ <br />Preliminary Subdivision - Continuation of Public Hearing <br />Zoning District - RR-IB <br />Application - Split off a 2.8 acre parcel from golf course (4th review). <br />List of Exhibits <br />Exhibit A - Proposed Grading and Drainage Plan <br />Exhibit B - Letter of Transmi ,tal from Applicant's Engineer <br />Exhibit C - City Engineer's Written Comments (not received <br />as of this writing <br />Exhibit D - Planning Commission Action Notice of 4/18/89 <br />ExMbit E - Planning Commission Minutes of 4/17/89 <br />Exhibit F - Memo of 4/13/89 <br />Discussion - <br />The applicant's engineers have submitted a revised house <br />site grading plan, and a design for the proposed detention basin <br />to control run-off from the approximately 12 acre drainage area <br />that affects the south end of this property. <br />The proposed basin is designed to disturb as few existing <br />trees as possible, and will provide the necessary detention to <br />reduce the impact of intense rainfall and snowmelt events on the <br />neighboring properties to the south. <br />It is expected that even with the development of a house on <br />this property, the proposed detention basin will provide better <br />run-off control than exists now to protect the neighboring <br />properties. City Engir^er Glenn Cook has indicated some minor <br />revisions to the basin ' itlec elevativns», but generally feels It <br />is a suitable desicn. <br />Regarding the house grading and drainage plan, the City <br />Engineer's comments were that the plan is acceptable with the <br />condition that drainage from the driveway and easterly half of <br />the roof be directed south along the east lot line and diverted <br />around the drainfield sites to eliminate the potential for run <br />off affecting the sewage treatment mound. <br />Staff Recommendation - <br />Staff recommends approval of the proposed subaivision, and <br />recommends that Planning Commission recommend preliminary plat <br />approval subject to the following conditions:
