Zoning File #1326 <br />June 8r 1989 <br />Page 4 of 4 <br />Staff recommends approval of the above noted variances. <br />Staff further recommends preliminary plat approval, finding that <br />all other requirements for a subdivision in the RR-IB zone are <br />met by this proposal. Absent any apparent preference by the <br />applicants, staff recommends that the larger 11.2 acre parcel be <br />designated as Lot 1 and the new building site as Lot 2. <br />The conditions of approval proposed within the failed <br />Planning Commission recommendation motion, but which staff <br />recommends for inclusion in the resolution for approval, are as <br />follows: <br />1. Applicant shall construct the retention basin per the <br />City Engineer's approval as a first condition to issuance of <br />a building permit for a house on the property. This basin <br />shall be completed at the time of initial foundation <br />excavation on the property. Proper erosion controls shall <br />be in place. The necessary drainage easement for this basin <br />shall be shown in the final plat drawings. A drainage <br />easement shall be granted over the retention basin. <br />2. Any changes to the house footprint for Lot 2 prior to <br />issuance of the building permit will require a revised site <br />grading plan which must be approved by the City Engineer <br />prior to issuance of the building permit. <br />3. Dedication of 25' outlot corridor along the north side <br />of Parcel 36-118-23 14 0010, for private roadway purposes, <br />to be shown as Outlots A and B. <br />4. The road outlots shall be subject to an underlying road <br />and utility easement granted to the City. <br />5. City to grant the 140' variance for lot width for Lot 2 <br />and the inherent variance for lack of frontage on a public <br />roadway for Lots 1 and 2. <br />6. The standard park fee of $300.00 for the new lots shall <br />be paid as part of the final subdivision fees. <br />7. Standard drain»^ge and utilities easements shall be shown <br />on the plat drawings. <br />The remaining dry buildable defined lot area after exclusion <br />of the 0.35 acre retention pond drainage easement and 25' road <br />outlot (+ .05 acre) is 2.4 acres, exceeding the 2.0 acre minimum <br />requirement. <br />A resolution for preliminary plat approval it, attached for <br />Council review.
