3533 Cr>*stal Place <br />Orono, MN 55391 <br />21 May 1989 <br />Orono City Council Members <br />Orono City Hall <br />Crj'stal Bay Road <br />Orono, MN 55391 <br />To the City Council Members: <br />It has come to my attention tliat on Tuesday, May 23rd, there will be <br />a public hearing to decide whether or not to have a storm sewer drainage <br />system placed in the Navarre Heights Addition. I am unable to attend <br />Tuesday's meeting, and am placing this letter with the Council to give my <br />views. <br />I understand that the City's study shoT^s that the preferred location <br />for an utility easement for the storm sewer to alleviate water problems for <br />our neighborhood is through ra>' property. The current runoff situation does not <br />affect me adversely, but by improving the neighborhood, it will only help us <br />all. <br />I am in favor of having the storm sewer systeni built if it will <br />alleviate the problem on Livingston Avenue. But I just recently purchased this <br />property and the adjacent lot, omd I am not in favor of nor do I have the <br />budget for additional estimated assessments to ray peurcel in excess of $2,000. <br />Therefore, I will grant a utility easement over the easterly 15 feet of my <br />homesteaded property provided that: <br />1. there shall be no assessments placed against my property, and <br />2. the property will be returned to its current condition (including <br />seeding or sodding). <br />These are the terms under which I will grant the estseimont. <br />This is my stance on the issue ai"'d aJ though I hope the problem can be <br />resolved for the Cuffs and their adjacent property owners, I don’t feel it is <br />to my benefit and therefore would only grant the easement provided there was <br />no cost to me. <br />Sincerely, <br />Paul Ril
