Planning CoaHisaion Recoaaendation: ^ <br />, At their February 21, 1989 meeting, the Planning Commission <br />recommended on a vote of 3 to 2 to approve the average setback <br />variance and the new structural hardcover in the 0-75* zone in <br />place of existing platform-type hardcover. At that time, the <br />applicant also noted that they would likely be revising the <br />stairway structure to make it safer, and applicant was later <br />advised by staff that a conditional use permit application would <br />be needed for this only if the stairway does not meet the 4* <br />width standards (see Exhibit "A"). <br />The Planning Commission minority opinion was that additional <br />structural hardcover in the 0-75* zone would not be consistent <br />with the policies of the City given the existing percentage of <br />hardcover in that zone. <br />Staff Reon—snil■ tion s <br />Staff has not drafted a resolution for this application <br />because the Planning Commission vote was not unanimous and <br />because the drainage plan remains an issue. If Council wishes to <br />approve the variances for average lakeshore setback, and for <br />replacement of piatform-type hardcover with structural hardcover <br />where hardcover is not allowed, staff would recommend a <br />conceptual approval only be granted, directing staff to draft a <br />resolution for your next meeting, but conditioning conceptual <br />approval on revising the drainage plan to meet with the approval <br />of the City Engineer.
