4. <br />S 10.30 <br />Subd. 16. Building and Site Design and Construction <br />Requirements. <br />A. A building permit for a multiple dwelling <br />building shall not be issued unless the applicant's building plans, <br />including the site plan, are certified by an architect registered <br />in the State of Minnesota stating that the design of the building <br />and site has been prepared under his direct supervision. Any <br />building of Type I or II construction, as provided in the State <br />Building Code, shall have its electrical, mechanical and structural <br />systems designed by registered engineers. Provisions of this <br />Subdivision shall in no way prohibit the preparation of the site <br />plan by a professional site planner. <br />B. Development within an MFPR Project shall <br />contribute to the image and heritage of the City as a place of <br />beauty, spaciousness and high quality. Proposed buildings, <br />structures and site elements shall be in good proportion; have <br />simplicity of mass and detail; there shall be an appropriate use of <br />materials; colors shall be in good taste and not used for dramatic <br />effect but in harmony with themselves and their environment. The <br />following building materials will not be allowed on exposed <br />exterior blocks or other’structural blocks; corrugated metal or <br />fiberglass panels; asbestos or asphaltic^ siding materials; <br />materials that are subject to rapid deterioration. <br />C. Floor Area Requirements. <br />1. The minimum net floor area requirements per <br />dwelling unit for multiple dwelling buildings shall be as follows: <br />Efficiency Units <br />One Bedroom Units <br />Two Bedroom Units <br />Three Bedroom Units <br />Four Bedroom Units <br />Five Or More Bedroom Units <br />500 square feet <br />700 square feet <br />850 square feet <br />950 square feet <br />1050 square feet <br />1150 square feet <br />2. For purposes of measurement, the net floor <br />area of a dwelling unit shall mean that area within a building used <br />as a single dwelling unit, and shall be measured from tne inside of <br />outside building walls to the center of partitions on the interior <br />of the building bounding the dwelling unit being <br />shall not include public stairways, public entries, public <br />public balconies, or unenclosed public porches, <br />rooms, furnace areas or rooms, storage areas not with <br />apartment, or garages. <br />D. Closets and Bulk Storage. Only closet space <br />having a minimum cleat finish to finish depth of 2 feet, 0 <br />shall be considered in determining the lineal feet of closet <br />provided.
