The Planning Commission reviewed the application originally in November 2024. The application <br />was tabled in November after the Commission directed the developer to make some changes to <br />the overall lot layout, dimensions, and access. A revised preliminary plat was reviewed by the <br />Planning Commission at their February 18th meeting. The revised plan addressed all of the <br />original lot dimensional issues, however the proposed roadway did not meet the City's engineering <br />standards for the turning radius at the corner, and exceeded the 1,000 foot dead end road limit. As <br />a result, after receiving additional public comment and discussion, the Commission voted 5 - 2 in <br />favor of denial as submitted. The developer submitted a turning radius exhibit the morning of the <br />meeting and comments from the City engineer were not available by the time of the meeting. <br />Public Comment: <br />Comments from the public were received during the public hearings at both the November and <br />February Planning Commission meetings; written comments are attached as Exhibit F. <br />6. Staff Recommendation: <br />The developer has provided a revised plan which continues to conform to the minimum lot <br />requirements and addresses the engineer's and Planning Commission's concern with the turning <br />radius. There is no real solution to the dead-end road length deficiency and staff continues to <br />support a variance from this standard. Based on the revised plans, staff drafted an approval <br />resolution for Council consideration. <br />The Council should review the revised plat and make a motion to approve the application. <br />COUNCIL ACTION REQUESTED <br />Council should make a motion to adopt Resolution 7559 granting preliminary plat approval for the plat <br />of Idyllvale Shores. <br />Exhibits <br />A.
