AGENDA ITEM <br />Date: March 10, 2025 <br />Item: 21 <br />Title: LA24-000059, 215 North Arm Lane, Preliminary Plat: "Idyllvale Shores" <br />Resolution 7559 <br />Presenter: Melanie Curtis, Planner <br />Section: Community Development Report <br />Purpose: <br />This application contemplates preliminary plat approval to create five, 2+ acre buildable lots and a <br />new public road extending North Arm Lane within the LR-IA and RR- 1B zoning districts. Three <br />non-lakeshore lots and two lakeshore lots will be created. <br />2. MN§15.99 Application Deadline: <br />The application was received on October 23rd and considered to be substantially complete on <br />November 6, 2024. The 120-day subdivision application review timing was scheduled to end on <br />March 6, 2025. Due to the delay caused by the cancelation of the January planning commission <br />meeting, the applicant requested an extension until May 6th (Exhibit E). <br />3. Background: <br />This application involves the three individual tax parcels owned by Bradley and Carol Pass (who <br />passed away in May of 2024), and their son, Gabriel Pass. The developer, Blue Pencil Collective, <br />represents the Pass Family. The project contemplates preliminary plat approval to create five, 2+ <br />acre buildable lots and a new road. Until recently, the property contained a residential home and <br />outbuildings. Wooded slopes and wetlands make up the majority of the land to be developed. The <br />east portion of the property abuts Lake Minnetonka, the wetlands have been delineated and are <br />depicted on the preliminary plat drawing with the MCWD-required buffers shown. <br />The developer proposes a conforming development with the exception of the road length, which <br />exceeds the City's 1,000 foot limit for dead-end roads. The current dead end road (North Arm <br />Lane) is approximately 930 feet in length as it extends off of North Arm Drive to the northern <br />dead end. The new road will extend approximately 640 feet beyond North Arm Lane's current <br />dead end to the new cul-de-sac. This configuration results in a total road length of 1,570 linear <br />feet to the cul-de-sac. The City standards limit dead-end roads to a maximum of 1,000 linear feet. <br />There does not appear to be a viable alternate access to the property that would conform to the <br />1,000 foot limit. The additional cul-de-sac is proposed as the developer's solution to satisfy the <br />City's dimensional requirement for the road radius as it curves to the west. <br />The developer originally proposed the new road extension to be private. However, due to the dead- <br />end nature of the current public roadway, without a proper cul-de-sac or turnaround, winter <br />maintenance and snow removal are challenging. The City Engineer's recommended the road <br />extension to be dedicated as right-of-way on the plat making the road public. Future financial and <br />maintenance burdens of a new city road may be offset by beneficial logistical improvements <br />resulting in better maneuverability for snowplows and other vehicles (delivery trucks, school <br />buses, etc.) in the cul-de-sac. <br />4.
