Motion carried. <br />Martinson submitted the following statement for inclusion in <br />the minutes explaining his vote against the Long Term Management <br />Program for Lake Minnetonka. <br />As a representative of the City of Waycata I have been <br />requested by that City to vole against the Long Term <br />Management Program for Lake Mi_nnetonka, I am. at the <br />same time, confident that the City of Waysata will <br />cooperate reasc^ably with the LMCD in the plan's <br />implementation if adopted. Wayaata's opposition, in my <br />opinion. relates to lack of specificity regarding LM)..*D <br />budgetary considerations and implementation of shore I and <br />standards and criteria in terms of a ‘flexible" approach <br />tailored to Wayzata’s unique circumstances. While I am <br />disappointed that sufficient clarification was not <br />possible by this time to satisfy Waysata’s concerns in <br />these regards, I am confident that the im; iement.ation <br />phase of the shoreland program will ultimately result in <br />a process that Wayaata can and will support. <br />Cochran expressed appreciation to Rascop and Reese and the <br />Advisory Committee members for their efforts in developing a <br />program to protect Lake Minnetonka and provide a positive user <br />experience on the Lake. <br />7. Crathwol seconded. <br />To authorize preparation of an amendment to Code 2.0b. l^ubd. 4 as <br />stated on the 10/15/90 draft with changes as noted. <br />Motion carried unanimously. <br />Babcock thanked Thibault and Strommen for their <br />of the alternate point scale. <br />development <br />c) 1990-91 Deicing License Applications Babcock <br />moved, Reese seconded, to approve the twenty-one de-icing permit <br />applications received to date. with the understanding that <br />temporary low water dock extensions beyond 200' should not be de- <br />iced. <br />Questions were raised as to whether temporary low water dock <br />extensions are seasonal docks to be removed at season end or <br />whether they are eligible for de-icing.
