Determine nature of drainage problem in Togo Road. <br />2. Determine if Navarre Heights drainage proposal has any impact <br />on Togo situation. <br />3. Determine if Council wants to set the project public hearing <br />for its November 26th agenda. <br />INTRODUCTION - At the Council's October 22, 1990 meeting at a <br />formal comments section on the Navarre Heights drainage the <br />question was raised regarding what impact this project would have <br />on Togo Road. To this time it was the staff’s understanding that <br />drainage did not go down to the Togo Road area, but the Navarre <br />Heights was tabled to determine further information on this <br />subject. <br />DISCUSSION - <br />Drainage Issues on Togo Road - The issues for drainage in this <br />sub-drainage basin include: <br />- Drainage coming from the culvert under the railroad <br />tracks from up by Navarre Heights <br />- What impact the filling of a ditch and an improperly <br />constructed tile line had on the south side of Togo Road <br />- Determine the impact of the narrowing of the ditch on <br />the north side of Togo Road to create a boat storage pad <br />had on the drainage in the area <br />While there is an old tile line on the south side of the railroad <br />tracks going towards Togo Road, the Engineer is currently not <br />able to locate an outlet and feels that only about 10% may go <br />down to Togo. The City could look at pluging the tile line inlet <br />if this is a contributing factor on Togo. The principle reason <br />for ponding in the Togo Road area appears to be the filling in of <br />a ditch and a poorly constructed tile line together with the fact <br />that the lands in the area going into the lake drain rather
