Zoning File #1590 <br />October 4, 1990 <br />Page 4 <br />As noted above, all employee parking areas must meet the <br />required setbacks from the fenced in areas. <br />The gate opening will open to a maximum width of 20' meeting <br />the required opening by the Fire Department (16' required, if 20' <br />stopping distance is not provided off right-of-way). The cyclone <br />fencing as originally proposed would not meet the 50% opaqueness <br />standard. The Planning Commission recommended landscaping along <br />north, west and south sides of fencing to provide the necessary <br />buffer and conditioned approval of the conditional use permit on <br />this being provided. Since that time the applicant has met. with <br />the City staff to discuss the use of a styrofoam with brick <br />veneer fence at an 8' height providing 100% opaqueness. The <br />applicant will provide elevations of the fence. Review Exhibit <br />I. Samples of the fencing materials will be provided for <br />Council's review. The applicant has asked Council to consider <br />this fencing because of the temporary nature of this use, the <br />evergreen plantings may not be feasible. In addition, applicant <br />advises that the landscaping would have to be planted on <br />properties not covered within the lease agreement. <br />Review of Engineer's Comments <br />Proposed access located 550' from the intersection of <br />Highway 12 has been approved by Glenn Cook. He also has <br />recommended screening because of the cyclone type fencing <br />proposed by applicant in original review. The driveway area <br />should be constructed to a 9 ton design and because of the <br />temporary aspect of this use bituminous surfacing is not <br />required. Cook also notes that the applicant should be required <br />to restore the site to it's original condition when Minnegasco <br />moves out. Applicant has advised that this is part of the lease <br />agreement with Veda, Inc. <br />Planning Commission RecOTimendation <br />The Planning Commission recommended unanimous approval of <br />the temporary conditional use permit for Minnegasco at the <br />property located at 530 Old Crystal Bay Road North subject to <br />applicant pro iding the necessary screening along the north, west <br />and south side of the facility and also subject to the conditions <br />set forth in the City Engineer's review. The enclosed resolution <br />has been drafted eliminating the condition of screening until the <br />matter of the fencing is resolved by the Council.
