After the <br />filing of the original application, the applicant was able to <br />obtain a lease from Veda, Inc., the owners of the Van Dale <br />property and surrounding properties. (Refer to Exhibit C & P). <br />The area of the lease hold will consist of a 150* x 150* parcel <br />located on Lot, 1, Block 1, Van Dale Addition. Northern portions <br />of this parcel are currently occupied by Miller Enterprises, a <br />legal non-conforming use consisting of a residential unit and <br />multi-commercial uses. <br />At the Planning Commission's meeting of September 17th, <br />members were asked to review the proposal at the 530 Old Crystal <br />Bay Road location in order to implement the review of this <br />application and in consideration of the emergency aspect of the <br />application. <br />Review of Proposal - <br />As already noted, Minnegasco proposes leasing a 150' x 150' <br />parcel of land from Veda, Inc. for a temporary period of time for <br />approximately 3 to 5 years. Minnegasco proposes to install a <br />portable liquid natural gas vaporizer to be introduced into the <br />distribution system (located along east side of Old Crystal Bay <br />Road) during periods of high demands during the extreme cold <br />winter months. A similar operation existed in the City of <br />Spring Park last year. The applicant advises that Minnegasco <br />used the facility four times within the 1989-1990 v/inter season. <br />The facility itself will consist of a portable vaporizer that <br />resembles a tanker truck and a tanker that supplies the liquid <br />methol. They propose tapping into an existing gas line that runs <br />along the west side of the property within the right-of-way of <br />Old Crystal Bay Road. The vaporizing process begins at 5:00 a.m. <br />and is completed by 9:00 a.m. During that operation period, <br />employees will be on the site at all times (3-4 employees). When <br />the emergency period ends, the tanker will be driven off the site <br />but the vaporizer unit will remain. Minnegasco advises that <br />during these months security patrols will visit the site at <br />irregular intervals. <br />The noise; jt’r.^rated from this operation, we are advised, is <br />much less than the noise caused by passing traffic on Old Crystal <br />Bay Road and Highway 12 and, possibly, less objectionable to some <br />of the noises omitted from the existing industrial uses. At any <br />rate, the noises are omitted during the cold winter for a <br />maximum 4 hour period in the a.m. <br />The applicant has submitted photos of the portable vaporize*' <br />used in Spring Park during the 1989-90 heating season. The <br />applicant advises that the vaporizer was used only four times <br />during that heating period.
