Zoning File 1590 <br />September 12, 1990 <br />Page 3 <br />scheduled at the October 8, 1990 meeting of the Council. <br />Property owners will be renotified of the public hearing at the <br />Council meeting. <br />Review of Application - <br />As already noted, Minnegasco proposes leasing a 150' x 150' <br />parcel of land from Veda, Inc. for a temporary period of time at <br />approximately 3 to 5 years. Minnegasco proposes to install a <br />portable liquid natural gas vaporizer to be introduced into the <br />distribution system during periods of high demands during the <br />extreme cold winter months. The facility itself will consist of <br />a portable vaporizer that resembles a tanker truck and a tanker <br />that supplies the liquid methol. They propose tapping into an <br />existing gas line that runs along the west side of the property <br />within the right-of-way of Old Crystal Bay Road. The vaporizing <br />process begins at 5:00 a.m. and is completed by 9:00 a.m. During <br />that operation period, employees will be on the site at all <br />times. When the emergency period ends, the tanker will be driven <br />off the site but the vaporizer unit will remain, Minnegasco <br />advises that during these months security patrols will visit the <br />site at irregular intervals. <br />The noise generated from this operation, we are advised, is <br />much less than the noise caused by passing traffic on Old Crystal <br />Bay Road and Highway 12 and, possibly, less objectionable to some <br />of the noises omitted from the existing industrial uses. At any <br />rate, the noises are omitted during the cold winter months for a <br />maximum 4 hour period in the a.m. <br />The applicant has submitted photos of the portable vaporizer <br />used in Spring Park during the 1989-90 heating season. It would <br />appear that the use meets all required setbacks from proposed lot <br />lines although the existing residence on the property has not <br />been located, the tanker truck would appear to be approximately <br />100' from the re»iJt;nce structure but this must be confirmed <br />prior to the Council public hearing. <br />As noted above, all employee parking areas must meet the <br />required setbacks from the fenced in areas. <br />Note that the gate opening will open to a maximum width of <br />20' meeting the required opening by the Fire Department (16' <br />required, if 20' stopping distance in not provided off right-of- <br />way). Applicant should be asked to respond to the question of <br />the opaqueness of the fencing proposed. Landscaping doesn't <br />appear feasible because of the temporary nature of the facility. <br />Planning Commission members should provide direction on this <br />matter. <br />The use of the satellite should be defined by applicant. Is <br />this a sanitary facility?
