/Irr/lM^r / <br />- j <br />Auguat 23/ 1990 <br />Board of Diroctors <br />Lako Minnetonka Conservation District <br />402 East Lake Street <br />Waysata/ Minnesota 55391 <br />ReI 1991 LMCD Budget <br />Gentlemen and Ladies t <br />The City Council of the City of Orono objects to the <br />proposed 1991 LMCD budget and the increase in real property <br />taxes envisioned in it* <br />As a general proposition, an increase of the magnitude <br />proposed, coming on top of substantial percentage increases in <br />years immediately past, is unwarranted, particularly in view of <br />the fact that the milfoil problem is not the cause f the <br />increase. <br />In particular, it appears that a substantial portion of <br />this Increase is for additional staff (a) to permit the LMCD to <br />assist the DNR in implementing DNR shoroland management <br />regulation among the 14 communities; (b) to assist the LMCD in <br />implementing its own shoreland regulation objectives such as <br />reviewing land use applications covered by them and, presumablyi <br />(c) to assist the LMCD in other programs related to lako use or <br />changes in the governing structure or taxing authority of the <br />District set forth in the proposed Comprehensive Management Plan
