Lake Minnetonka Conservation Distriot <br />August 23, 1990 <br />Page 2 <br />Since the plan is still under rovision, it is possible that <br />either the plan will be rejected by the 14 cities or modified so <br />as to make additional personnel unnecessary. But, the City <br />disagrees with the current proposed plan about most, i£ not all, <br />of those goals; we object strongly to a budget increase designed <br />in any way to assist the District to reach them. <br />Finally, to the extent the budget reflects the receipt of <br />moneys from the dhr to help with its own shoreline management <br />objootives and th*i use of LMCD staff for that purpose, we <br />believe activities by LMCD which tend to enhance the DNR control <br />of the lake and its environs, and tend to make DNR money and <br />District personnel devoted to DNR projects a factor in the <br />functioning of the LMCD, are extremely undesirable. Once begun, <br />they may well come to dominate LMCD affairs and cause a serious <br />conflict of interest between LMCD government and its LMCD <br />purposes. [Notes We do understand that the $45,000 item is <br />presented as a "pass through" of moneys from the DNR to the <br />Cities if they agree to certain procedures.] <br />Wo request that consideration bo given to these comments <br />and that budget incroaees, if any, be limited only to expected <br />cost increases for current activities.
