PROGRAM OPPORTUNITIES FOR ALL CITIES <br />LMC member cities which are not NLC direct member cities are also <br />urged to send officials to the conference. Programs are targeted to <br />a wide range of cities. Included in this year's conference program <br />are sessions on policy leadership, technology, environment, finance, <br />economic development, housing, and public safety as well as education, <br />health and human services. <br />Smaller cities receive additional attention in the program. Worksh ?s <br />scheduled throughout three full days of programs are designed to <br />address concerns from the perspective of smaller units of government. <br />Topics included for those sessions include <br />* water conservation programs that work; <br />* financing and techology options for <br />sewage treatment; <br />* budget management and planning; <br />* downtown revitalization successes; <br />* getting the most from police department dollars; <br />* environmental liability. <br />LMC DELEGATION ACTIVITIES <br />The NLC annual conference is the largest gathering of city officials <br />in the nation. The League of Minnesota Cities will sponsor additional <br />activities and hospitality for Minnesota city officials attending the <br />conference. Prior to the adoption of NLC policies at the annual <br />business meeting, city officials will receive a briefing on the key <br />issues of concern to Minnesota cities. City officials who register <br />will receive a detailed schedule of LMC Delegation activities and <br />programs during the conference. <br />PARTICIPATION IN POLICY DEVELOPMENT <br />City officials may also participate in the final meetings of the <br />policy committees at committee business sessions. LMC is represented <br />on all five NLC Steering and Policy Committees. <br />Those registered for the conference may attend any of the policy <br />committee meetings, held Sunday, December 2, at which <br />recommendations for policy changes are considered. Only policy <br />committee members may vote at the sessions, but all NLC direct member <br />cities participate in final policy adoption during the NLC Annual <br />Business Meeting on Wednesday, December 5. Official voting delegates <br />for each city, along with city officials who are designated as voting <br />delegates for LMC, are eligible to be seated on the floor of the <br />meeting and play a direct role in the debate and approval of final NLC <br />policies.
