The existing home to remain <br />on Lot 2 has an existing well and septic system currently located within the boundaries of the <br />proposed Lot 2. <br /> <br />Minnehaha Creek Watershed District <br />A 2 lot subdivision does not trigger a stormwater review by the MCWD. Erosion control permits may <br />be required for the construction of a new home on Lot 1. <br /> <br />Hennepin County <br />There are no changes in the driveway access. The applicant should confirm with Hennepin County <br />regarding permitting before the City Council reviews the plat. <br /> <br />Drainage and Utility Easements <br />Standard perimeter drainage and utility easements will be required around all property boundaries <br />in the plat 10 feet in width around the outside boundaries and 5 feet on either side of the shared <br />property line within the plat as required by Hennepin County. <br /> <br />Driveway Easement <br />The applicant is proposing a shared driveway for access from CSAH 6 in the current location. A <br />driveway easement and maintenance agreement will be required. <br /> <br />Fees <br />Park Dedication Fee <br />The Parks, Open Space and Trail Plan chapter of the CMP does not specify the need for a <br />neighborhood park at this location. Wolsfeld Woods is located approximately ¼ mile to the east and <br />Baker Park Reserve is located less than a mile to the west. There is an existing on-street trail located <br />along CSAH 6 on the south side of this property. As there is no defined need for park land at this <br />location, it would appear that the dedication of actual land for park purposes is not required. Absent <br />the need for park land dedication, a Park Dedication Fee instead of land would be appropriate per <br />City Ordinance. <br /> <br />The development will be subject to the City’s Park Dedication Fee at the time of Final Plat. This fee is <br />determined by the fair market value of the land being subdivided. The Hennepin County Assessor <br />will be consulted to determine the market value of the land to establish the amount of the fee*. The <br />applicant is proposing one new building site. <br /> <br />Stormwater Drainage Trunk Fee <br />The stormwater drainage trunk fee (“SWDT fee”) will be determined by the City’s Fee Schedule at <br />the time of the Final Plat submittal. According to the current 2024 Fee Schedule, the development of <br />a property within a 2-acre residential zone requires payment of $8,060 per each new lot and/or <br />development of a vacant lot. As proposed, the applicant will be subject to payment of a SWDT fee <br />for one new lot or $8060*. <br /> <br />*Final fee amounts will be provided at the time of Final Plat. <br /> <br />Engineer Comments <br />There are no comments from the City’s Engineer at this time. A grading review will be conducted at <br />the time of the building permit for Lot 1. <br /> <br />10
