Year One Activities: <br />Encourage and enhance local government efforts to adopt <br />shoreland regulations that meet the standards and criteria <br />contained in Appendix C of the LMCD Plan. <br />Encourage communities to use restraint in approving <br />variances or conditional use permits for buildings that will <br />be visible from the lake when they are located outside of <br />the Shoreland District. <br />Assure licensed <br />the State. <br />marinas remain available to all citizens of <br />Year Three Activities: <br />The LMCD shall develop the staff and procedures to review <br />and comment on the following variance applications in all <br />fourteen lakeshore communities: <br />a) building height variances anywhere in lakeshore <br />communities, and <br />b) all variances for riparian parcels on Lake Minnetonka. <br />Comment: Once again, the realistic need for additional LMCD <br />staff is questioned when variances are already to be reviewed <br />against LMCD and DNR provisions at the local level. This <br />proposed LMCD activity appears to be a duplication of government <br />services. <br />CONCLUSION <br />With the recognition of these concerns, it is hoped the noted <br />elements of the LMCD Plan can be revised into a more workable <br />management program. This statement is made in recognition of the <br />City of Wayzata and the LMCD attempting to realize the same basic <br />goals of protecting Lake Minnetonka, its shorelands and its use <br />and recreational qualities. It is felt the LMCD Plan can be <br />revised to meet the special needs of the fourteen shoreland <br />communities, while also maintaining and accomplishing these most <br />critical goals and objectives. <br />t
