43090.8 <br />TO: Mayor and City Council <br />FROM: Mark E. Bernharson, City Administrator <br />DATE: May 8, 1990 <br />SUBJECT: On Shore Facilities <br />INTRODUCTION - Although billed as "on shore" facilities these are <br />the facilities that interface between the land and the lake. <br />They are the ones that cause substantial concern because of both <br />the current activity level together with the potential for <br />generating greater levels of activity. (This is particularily <br />true of the larger powercraft activity, which seems to be the <br />one of most concern to people. There seems to be a much lower <br />level of concern related to sail boats, canoes and row boats.) <br />The primary facilites that fall into this catagory are; <br />Marinas - The concern here is not only the current <br />regulation of these but more importantly what growth <br />potential they have as it relates to; a.) new <br />facilities, b.) increasing density of existing <br />facilities and c.) expansion on either side of existing <br />facilities. The primary expectation is that the <br />economics, particularly the high sale prices in recent <br />years will drive these commercial operators to perhaps <br />undertake all three. (It should be remembered that the <br />bulk of marina space in Orono is in very small area <br />which is zoned for marinas with the comprehensive plan <br />includino some of the residential buildings in between. <br />The balance of the marina activity is the area where the <br />Minnetonka Boat Works and Windward Marine straddle <br />County Road 15. <br />The primary concerns besides the generation of potential <br />traffic are the setbacks, and general impacts it has on <br />abutting residential properties together with the <br />distance of the marinas out into the lake. <br />Public Access - In general this issue has related more <br />to the parking amount needed, location, share of access, <br />lake calculations given to public access and related <br />issues such as trespassing than the actual access <br />themselves. <br />Residential Docks - This includes both present single <br />family dociTs, municipal docks (of which there are none <br />in Orono) and homeowners associations/apartment docks. <br />Among the concerns for increase in this is the "illegal" <br />rental of these slips to off-lake residents in order to, <br />among other things, help pay taxes for the residents. <br />V-’ • Additional concerns are the potential for redevelopment
