Lake Shore Residents - Probably even more so than the <br />City*s they generally feel that the lake is so over used <br />that they are relagated to either look at a very busy <br />lake or have their usage confined to off-peak hours. <br />Their use of the lake is further reduced by the low <br />water the last two to three years. <br />Commercial Operators - This is the group whose business <br />depends on the lake use. Their motivation is to do <br />anything that needs to be done in order to ensure at <br />least a decent, if not an increased level, of business. <br />This is particularly driven by marinas whose acquisition <br />cost in the last few years has well exceeded their <br />ability to generate needed revenues at existing dockage <br />levels and rental fees. <br />Non-Resident Users - (Particularly those living in non- <br />LMCD communites) - DNR/Metro Council - Their primary <br />perspective is that the lake is a resource to be enjoyed <br />whenever and wherever they choose and that anything that <br />irapeeds their access is deemed to be parochical <br />interferences on the part of the lakeshore residents. <br />To proceed past what seem to be differing views is to determine <br />the following; <br />A. Is there a common view or goals <br />B. Whether there is or not, can an agreeable strategy be <br />developed to achieve agreeable results <br />C. A related question is whether LMCD*s density <br />approach, (which is the primary vehicle proposed for <br />handling increased useage) can be made workable to <br />achieve both the City's and/or their objectives as it is <br />currently presented or with some modification. If not, <br />does something entirely different need to be developed <br />to accomplish those purposes. <br />If a different approach needs to be taken what portion <br />of that can the city itself undertake. <br />The general challenge of a City Lake Use Committee of would be to <br />determine if there is such common ground with LMCO and/or <br />ultimate results and build on it if there is. If not, such a <br />group could develop independent policy directions that need to <br />be undertaken. <br />On the "surface" the disagreements between these current <br />. perceptions relate to the following: <br />Degree of present use/overuse. .. * V <br />Faith in the ability to manage increased us^.^ <br />■T >- <br />• .
