43090.7 <br />TO: Mayor and City Council <br />FROM: Mark E. Bernhardson, City Administrator <br />DATE: May 8, 1990 <br />SUBJECT: Lake Use Management - General Philosophy <br />DIVERGENT VIEWPOINTS - The initial point of departure between the <br />significant interest groups involved is the preception as to the <br />level of lake use and approach to deal with that perception. The <br />following represents this writer’s generalizations of those <br />interest groups; <br />LMCD - As set forth in the plan the LMCD views the lake <br />as an under utilized resource that is facing <br />substantially increased pressure. They are proposing a <br />plan to manage the pressure and limit the conflict <br />between various types of uses. In addition to the <br />premise of under-utilization is the fact that they <br />anticipate the plan will satisfy the two divergent <br />philosophies: <br />A. Self Managment - The report identifies a group that <br />feels that as the use increases the lake will be self <br />managing and people will not subject themselves to <br />overuse. <br />B. Regulation Will Be Needed to Mediate The Increased <br />Traffic - This group feels thaTE H the increased <br />traffic is to come that the regulation needs to be <br />stepped up. <br />While the management plan may well address these it <br />does not address perhaps a third constitutency which <br />feels the lake is not self limiting and that as the <br />demand for it, which is destined to come, will <br />increase, that the increased regulations will be only <br />marginally et'fective and that the conflicts will <br />continue to grow. <br />Part of the premise of the LMCD report depends on how the density <br />is measured whether it is average density or peak density and <br />what variations or changes will come as a result of other factors <br />such as economics over a long period and how these will impact <br />the density regulation. <br />Lakeshore Cities — Most people, at least in Orono, look <br />at the lake and feel it is generally over utilized in <br />the summer on nice weekends and holidays by primarily <br />power craft. The difference between this and LMCD's may <br />be the view of looking at the peaks where LMCD may be <br />looking at more of an average use which in general <br />during the weekdays is not as much of a problem.-
