Date: October 28, 2024 Item: 21 <br />Presenter: Maggie Jin, Finance Director <br />Section: Public Hearing <br /> <br />Title: Certification of Delinquent Utilities and Accounts Receivable - Resolution <br />7518 <br /> <br /> <br />1.Purpose: <br />The purpose of this agenda item is to gain council approval to certify delinquent utility bills to <br />Hennepin County for collection with the 2025 property taxes payable. <br />2.Background: <br />a. Each year the city certifies to the county, all unpaid annual service charges for the septic <br />program, the recycling program, and all delinquent sewer and water accounts of $50.00 or more, to <br />be collected with the following year's taxes. In addition to the outstanding amounts delinquent, <br />eight percent (8%) interest and an administrative fee of $30.00 is added to all accounts. <br />Additionally, once received by the County, certification fee of $2.50 is added onto the balance. <br /> <br />b. The first notice was sent to delinquent accounts on September 10, 2024. 326 utility accounts, <br />totaling $175,024.69 and 1 accounts receivable bill, total of $85.50 were delinquent at the time. <br />The second notice was sent on October 14, 2024. The public hearing notice was published by the <br />newspaper on October 5 and 12, 2024. As of October 22, 2024, the total to be assessed is <br />$113,352.24 between 140 properties. A copy of the current assessment roll is included with this <br />council item. This amount will be decreased by any payments received up to the final payment <br />date of November 15, 2024. <br /> <br />c. State statute requires the City to hold a public hearing regarding the assessment of these fees <br />prior to certifying the assessment roll to the County. The hearing is an opportunity for property <br />owners to ask questions and provide comments regarding the proposed assessment. <br />3.Staff Recommendation: <br />Staff recommends adoption of Resolution 7518 Certification of Delinquent Utility Bills and <br />Accounts Receivable Invoices to Hennepin County for Collection with the 2025 Property Taxes. <br />AGENDA ITEM <br /> <br /> <br /> <br /> <br /> <br />COUNCIL ACTION REQUESTED <br />Motion to hold the public hearing.
