Water Striicturos & EHvlroiimoiit Committee April 7, 1990 <br />WATER STRUCTURES COMHITTEE <br />1. City of Deephaven Amended New Dock and Special Density <br />License Applications. <br />The City of Deephaven lias submitted an amended new dock and <br />special density license application reducins its January <br />application to a net inorea.se of eiglit siips from the current <br />license of 210 BSU. ^ , <br />Gerald Lauglilin. Chairman of the City of Deephaven Dock <br />Committee and Howard Beiuiis, Councilmember, were present to <br />represent the City. Laughlin explained the amended application <br />results from public meetings. There were ob.jections from <br />residents, primarily because of added boat activity in Cax'son <br />Bay. Addition.al slips at Carson Bay would not be practical <br />because of setback restrictions. Limited road access and parking <br />were deciding factors in Bay i't. Louis. The revised plan calls <br />for the addition of eight slips to the exisLirig dock at Bay St. <br />Louis. There will be no change in the buoy fields. <br />Responding to a question from Slocum, Laughlin stated he <br />does not see any future proposal for additional expansion as a <br />result of tlie cenoerns cited above. <br />The amenity proposed for a make•ready dock was clarified, <br />c consists of a 20’ make-ready dock. A previously approved 20’ <br />make-ready dock as .an amenity by the Minnetonka Yacht Club/ <br />Minnetonka Sailing :3chool is a sep.arate item. They may bo <br />Installed separ.aLe ly or as one 40' dock. <br />The amenities submitted with the original application were <br />discussed. They included both lake oriented as well as off-lake <br />recreational facilities. Reese and Babcock raised the question <br />as to whether amenities must be contiguous to the proposed <br />facility and whether they should be lake oriented amenities. <br />Reese moved, Pilisbury seconded, to recommend approval of <br />the new dock and special den.sity license for eight new slips with <br />the 20’ make-ready dock as tlie amenity, subject to the outcome of <br />the Public Hearing scheduled for 7 p.m., April 25, 1990. The <br />LMCD staff will review the amenities related to the bity of <br />Deephaven Dock and District Mooring Area licenses. Motion <br />carried unanimously. <br />2. <br />Boswinkel arrived during the following discussion. <br />MaxweJI Boy/Lakeside Properties Marina - New Dock License and <br />’femporary Low Water Variance. <br />James Dunn, owner of Maxwell Bay/Lakeside Properties Marina, <br />presented his proposal for a new Jock license and temporary low <br />water variance. replacing the current <br />floating docks, extending tliem to 600 from the 929.4 shoreline. <br />Floating Docks. Dunn plans to eliminate the present wooden <br />docks, including the slips attached to the shore, replacing them <br />with floating docks. The dock wa^way will be t>25 <br />long,taking into account the gas dock presently 25 beyond the <br />200’ length.
