Water Strucl.urea & linvj.ronmoiiL Committee April 7, 1990 <br />Maxwell Bay Couditions: Dunn stated the water depth at Boy <br />Scout Bridge is 6". Hennepin County wiiJ place danger buoys at <br />both channel ends. Noeronberg Channel is about 5’ deep with rock <br />obstructions whicli llonnopiii County will remove. Low water has <br />changed the water conditions in the area, in effect moving the <br />bay out .3d0’ from shore in Dunn's view. <br />Travel Well Pit: Dunn has applied for a permit to dredge a <br />30' wide cliannel GUO’ to his deep well. He offered to do this in <br />conjunction with Gayle’s Marina. <br />Affect on Neighbors. Dunn described the shoreline usage <br />from Gayle's Marina through the North Shore Drive Marina area. <br />The area between Lakeside Properties Marina and Gayle’s Marina is <br />residential property. He has talked to the North Shore Drive <br />Marina owners who offered no objection. He is aware of the <br />objection by the residential owner immediately to the east. Dunn <br />owns two 50" parcels of tiie COO’ between his marina and Gayle’s <br />Marina. The LMCD has received a letter 4/6 from Gayle Wittig, <br />Gayle’s Marina, objecting to the e.xtension proposal. <br />Other. Pillsbury asked whether Dunn will offer 24-hour <br />emergency service. Dunn responded he will discuss it with the <br />Water Patrol for need before making a commitment. <br />Reese moved, Pillsbury seconded, to recoi,imend approval of a <br />temporary low w.ater vari.mce to 000' from the 929.4 ’ shoreline <br />with use •.'! floating docks in the exact siime .configuration as the <br />permanent docks. <br />Reese expressed hi:j oplnliui th.at .'ill marinas should be <br />encourageil as there is no benefit to Llie Lake in having the <br />marinas closed up. Glocum would like to consider this unusual <br />length in con .nine tivin with a discus.sion with Gayle’s Marina. <br />Grathwol noted Gayle’s Marina has been given notice of this <br />application. Lewman suggested i statute may be necessary to put <br />a maximum on dock extension lengths. Tlio motion to recommend <br />approval carried unanimously. It is noted Martinson left during <br />the discussion. <br />3. Priorities Item Assessments <br />Grathwol submitted an outline of items to be studied <br />including: <br />1. Authorised DUA was discussed, with examples of resolving <br />over-lap conflicts by use of bisecting angles and cords. Flip <br />chart illustrations were demonstrated. It was further suggested <br />that shoreline counts using artificial breakwaters be eliminated. <br />2. GhoreLitie reciuiremeiits used to determine density is <br />presently difficult to enforce since watercraft ownership is hard <br />to determine. Tliat is expected to improve when the watercraft <br />titling law goes into effect 1/1/91. The extent to which <br />wetlands are included must be resolved by getting an accurate <br />inventory. Committee Chair Grathwol reminded the executive <br />director of tho need to .surve,v the cities for this information. <br />3. Requirements for special density licenses relating to <br />amenities was deferred pending suo-committee Hurr’s return to <br />activate this study.
