Date: October 14, 2024 Item: 24 <br />Presenter: Adam Edwards, City Administrator / Engineer <br />Section: City Administrator/Engineer Report <br /> <br />Title: Fox Street Sewer Main Extension (24-044) <br /> <br /> <br />1.Purpose: <br />The purpose of this action item is to gain Council approval for the installation of a sanitary sewer <br />main to service 3400 and 3350 Fox Street and waiver of sewer connection fees. <br />2.Background: <br />The property owners at 3400 and 3350 Fox Street have requested sewer service be extended to <br />service the properties. The properties are in the Metropolitan Urban Service Area (MUSA). The <br />nearest city sewer main is a gravity main manhole near the corner of Bayside Road and Leaf <br />Street. There are a total of 11 parcels along the route of the new main and within the MUSA that <br />could potential connect to the main in the future. The property owners have requested to install a <br />low-pressure force main to connect their neighborhood to the city collection system. The owners <br />have hired an engineering firm to prepare plans for the sewer main and will hire a contractor for <br />the installation of the main. The city will review the plan and complete necessary inspections for <br />the new main. Once complete the main will become the property and responsibility of the city for <br />maintenance. <br />3.Cost: <br />a. All cost associated with the construction of the sewer mains and service lines will be paid by the <br />residents. Upon completion and acceptance by the city, ongoing maintenance of the sewer and <br />water main portions of the project will be the City’s responsibility. <br />b. Per the City Fee Schedule, the sewer connection fee is $6,0000.00. The estimated cost for the <br />sewer main extension is $121,200.00 (see Exhibit B). In light of the cost to extend the main <br />exceeding the connection fee cost the home owners requests the city waive the connection fees. <br />Further the proposes agreement does include a provision for the reimbursement of the initial two <br />property owners through the collection of connection fees by future connections. <br />4.Process: <br />Way Forward. If the council approves of the project the follow steps would follow: <br />Applicant will acquire the necessary permits Permit process (MPCA, MCES, MCWD, <br />Hennepin County) <br />The City will complete the design review <br />Resident will construct the sewer main and service line. <br />City will inspect and then accept the sewer main. <br /> <br />5.Staff Recommendation: <br />AGENDA ITEM <br /> <br /> <br /> <br /> <br /> <br /> <br />195
