If renting. they must <br />pay the same fee and meet the same req»iirements as a commercial <br />marina. <br />The executive director added that the annual inventory of <br />boats would indicate if there is growth in the number of 3 or 4 <br />boat docks, a valuable boat storage growth indicator to monitor. <br />Grathwol moved, Foster seconded, to accept tlie staff report, <br />to direct the staff to continue to monitor 3 or 4 boat docks and <br />seek a way to find new methods of enforcing the commercial marina <br />activities (at residential docks). Motion carried. <br />g. Policies and Procedures Subcommittee Study <br />Babcock presented a summary of administrative and code <br />amendments recommended by the Policies and Procedures <br />Subcommittee. He did not ask for action, .iust review. <br />Grathwol suggested another ordinance change which requires <br />registration of combined residential docks. Babcock said he <br />would rath~r not meet as a sub~cornmittee again. He would like to <br />address t» at the Water Structures Committee level. <br />Grathv-.l said the report could be accepted and placed on the <br />January committee agenda with anticii* ,t.ed action at the January <br />Board meeting. , <br />Thibault mentioned the Bupp and Whinnery docks. both in <br />excess of 100’, and currently under di.scussion. She asked <br />whether they need a license as well as a variance. The <br />Code currently requires docks over lUU’ to be licensed, as well <br />as requiring a variance. The proposed ordinance on lighting <br />would delete the licensing requirement for docks over 100*, <br />because all docks over 100’ also require a variance. Grathwol <br />said this will be handled at the January meeting. <br />Babcock called attention to tlie three types of license <br />applications recommended in the changes, new, renewal and <br />“amended". , , . , . <br />The exef’utive director said the amended application has been <br />discussed with the LMCD attorney. The Code Sec. <br />subdivision 7, provides for a new dock license when any changes <br />are made. The Board may waive tlie fees and public hearing under <br />conditions stated in the Code. Babcock said he favors allowing <br />minor dock changes regardless of density. Grathwol said on <br />f];andfathered docks, when their density exceeds 1-10 , t e <br />District should retain control over these docks. Babcock stated <br />that allowing minor changes permits the marinas to better <br />themselves over time. <br />Pillsbury was excused. <br />Babcock agreed to continue the study to the <br />committee meeting. <br />January
