Babcock suggested a wording that if the tilament is <br />visible, the lighting is not legal. <br />The executive director said the lights may come from <br />buildings. The pi'oposed Ordinance was sent t«a (.h*' cities lor <br />their comments. He suggested tiiis is an opportunity lor the <br />cities to come up with a uniform lighting ordinance. That would <br />attack the problem from the shore where the light is emanating. <br />Reese favors the idea of involving the cities. <br />Foster said he opposes this ordinance because it is not <br />definitive enough. 1) The Ordinance for deicing requires <br />lighting the entire area. 2) It does not address street lights <br />3) The lights at the Excelsior Conunons blinds anyone driving into <br />the area. 4) It does not address non-lake sliore property. <br />Foster mentioned the type of low-level lights Deeplutven has on <br />its docks and the use of shielded street lights along their boat <br />slides. , . . , <br />Reese raised the question of why tins provision is <br />being proposed for the multiple dock license ordinance when it <br />addresses private docks. Babcock also mentioned having it in a <br />separate ordinance. Grathwol responded that the LMCD attorney <br />determined a provision in a separate ordinance would not be <br />enforceable, except as it relates to regulating light on docks. <br />Foster moved, Babcock seconded, to recommend the Bo.ard hold <br />the second reading at the January meeting to give tlie cities an <br />opportunity to respond.
