Resolution to Implement Fee Increases Approved at the <br />10/23/91 Board meeting. <br />The Resolution as presented wa.s corrected as fr.llov/.s: <br />Paragraph .3 to read: NUW. THFKFFnRE. Motion carried. <br />5. Staff Review of Proposed RegistrabJon of Docks with 3 4 <br />Restricted Watercraft. <br />The committee received a report 1 rom riiibar.lt dated li/o <br />responding to the recommendation for registration of docks with 3 <br />or 4 restricted watercraft. The report includes the procedure <br />for identifying the docks, notification of tlie cwp.ers and <br />follow-up and a detail of the implementatiori. The stall <br />conclusion is a recommendation to postpone the implementation ol <br />registration for at least 2 years. The implementation was <br />determined to be very time consuming. Staff will continue to <br />inventory unlicensed docks with .3 or 4 restricted waterciatt. <br />The committee proceeded to discuss the proposed registration <br />and alternatives. Grathwol said the study originated by <br />recognizing there are about 6.ODD boats on the Lake. Management <br />Plan study discussions said that number may double. The <br />committee was looking for a way to control this potential growth. <br />Slocum said there should be a mechanism to control the <br />growth of the rentals at private docks. He feels there is a <br />positive in the regi.stration process. Residents who have 3-4 <br />boats at their docks should prove the boats are their own. If a <br />complaint is received it would only be necessary to ask it the <br />boats are registered. <br />Foster su«ge-ted LMCD investigate advertisement • lor rental <br />space at private properties. <br />Thibault said tlxe individuals advertising in the newspaper <br />are obvious offenders. Others rent to friends or by word of <br />mouth without advertising. Renters could be contacted an <br />advised that if they are going t o rent slips they are required <br />to have a commercial dock license and mu.st oomplv with city <br />ordinances.
