Hennepin County totally funds <br />the Water Patrol at approximately $A00,000 per year, and Lake <br />Minnetonka receives 80!5 of their service. The ramp <br />maintenance and Water Patrol are funded by Hennepin County <br />tax payers, whose boats use the ramps. <br />Mark Breneman, North Shore Drive Carina, stated that the <br />marinas pay taxes, Orono licensing, LMCD licensing and taxes <br />at home. He noted that the largest penalty for not paying on <br />time is on marinas. <br />Hurr remarked that the multiple dock licensing includes <br />homeowners associations, yacht clubs and municipalities, as <br />well as marinas. <br />Rockvam questioned not increasing the fees charged for <br />District Mooring Areas (DMAs). The charge is $25 per buoy, <br />yet they take up more water surface that a slip. He added <br />that the liquor license is the only license that is a <br />privilege license. Other permits fees have to be directly <br />related to administrative costs. <br />Dunn said that while there is nothing the LMCD c.an do to <br />implement fees oh accesses, in other states they do charge <br />user fees. The LMCD needs more creative ways to charge <br />users. He continued that the LMCD needs to address the issue <br />of homeowners renting slips and enforce the number of boats <br />stored illegally. <br />Grathwol responded that the LMCD is .attempting to <br />address the issue with an item later on the agenda. <br />Neil Costagna, LMLOA, spoke to clarify what Hennepin <br />County contributes to the Water Patrol. He said that per the <br />Long Term Management Plan, page 24, of the current $350,000 <br />budget for the Water Patrol, 40^ comes from the DNR and 60^* <br />from the Hennepin County Board. <br />Grathwol moved, Hurr seconded, to recommend to the Board <br />the changes recommended by the subcommittee as followsi that <br />the fee increases be implemented in t“c stages, per attached <br />schedules dated 10/3/91, for the 1991-92 season and the 1992- <br />1993 season, with wine and non-intoxicuting beer license <br />application fees subject to a public hearing for <br />consideration of an increase, to be adopted by resolution of <br />the Board. <br />Discussion: <br />Cochran said he believes the recommendation is on the <br />riqht track.
