He stated his coticern on the part of <br />those affected about the timing and economy. <br />Cochran moved, Pillsbury seconded to amend the motion to <br />postpone the increases for one year. <br />Motion to amend failed; Martinson, Reese, Hurr, Rascop <br />voting nay. <br />Hurr commented that the staging of the increase was done <br />to address that concern. <br />Regarding the original motion, Reese said that the fee <br />schedules were ok, except that he would like to see something <br />done with the late penalty. He suggested staff work to <br />develop a late fee to encourage payment on time without being <br />punitive. <br />There was discussion on how the timing of when payments <br />were due could be adjusted and whether applications could be <br />accepted without full payment. Tt was agreed to pursue <br />further the timing of then fees are due. <br />Martinson moved, Bjorlin seconded amend the motion to <br />refer back to subcommittee as it relates to pon.ilty for late <br />payment and timing of payment. <br />Motion to amend carried, Rascop voting nay. <br />It was suggested that a recommendation could be made at <br />the Board meeting. <br />The original motion, as amendec., carried. <br />2.Excelsior Park Tavern <br />Report <br />Excelsior Bay, Public Hearing <br />CrathwoJ reported that the City of Excelsior and the <br />LNCD have approved a multiple dock license for Excelsior Park <br />Tavern. One of the amenities required was to have charter <br />boats storage at their docks. The City of Excelsior said <br />they couldn't operate charter boats at their docks, so a <br />public hearing was held to review the license amenities. The <br />City of Excelsior then clarified that it approves charter <br />boat storage, but not originating tours due to parking <br />deficiencies. Discussions held with city officials, and <br />Excelsior Park Tavern ownc^i with Grathwol, and the executive <br />director resulted in a recognition that the license is <br />meeting its license requirements. <br />Grathwol moved, Reese seconded, to recommend that the <br />applicant has met the requirements of the new dock license in <br />exchange for public amenities, and therefore should be <br />authorized to continue operating its docks under the current <br />configuration with 32 slips. The reconstruction and <br />installation of new docks for 40 slips is still contingent on <br />the City of Excelsior’s approval of the Environmental <br />Assessment Worksheet required for tfie expansion. <br />Grathwol said the amenities were for the change from 32 <br />transient to 10 transient and 22 storage, inr.luoing 4 charter <br />boats. Excelsior has prohibited loading and unloa<ling <br />charter boats at the Excelsior Park Tavern clocks. <br />rr.
