He commented it may take Loo long to get <br />legislation that addresses the problem. <br />Chair Grathwol said that it will take everyone working <br />together, but even at that there is no guarantee efforts will <br />be successful. There is a need to educate each other about <br />what can be done such as saline solutions for boat interiors, <br />high temperature hull washes and drying out boats. He <br />encouraged the marina operators to participate in prevention <br />efforts. <br />WATER STRUCTURES <br />1. Fee Study Subcommittee recommendation <br />Grathwol advised that a copy of the revised proposed fee <br />schedules recommended by the Fee Study subcommittee was <br />mailed to the marina and charter boat operators who attended <br />the 9/25/91 LMCD Board meeting. <br />The subcommittee recommended that the fee increases be <br />implemented in two stages. The first stage. Watercraft <br />Storage Units (WSU) would increase from $10 to $12 for the <br />1992 season. The second stage increase would be to $15 per <br />HSU for 1993. The increase on deicing applications would not <br />occur until the 1992-93 season. The charter boat application <br />fees would be increased for the 1992 season, with changes as <br />follows! passenger capacity ovtr 50 - 99, $300; passenger <br />capacity over 100, $400. This reflects a $75 and $100 <br />decrease respectively from the original proposal. <br />Martinson arrived. Grathwol asked for discussion. <br />Cochran asked wliat consideration the subcommittee gave to the <br />letters and comments from marinas and »;harter boat operators <br />as to the hardships of economics and timing. <br />Grathwol commented the subcommittee reviewed the late <br />Fe0S and decided there was not Justification for changing the <br />due date for multiple dock license from December 1. <br />Therefore, the recommendation for late penalties remain <br />unchanged. The process to review license renewals by the <br />staff, committee and the Board is such that it begins in <br />December. It is otherwise not practical to complete the <br />licensing process by the season start in April. <br />Grathwol explained that marina hardship was weighed <br />against an attempt to shift the burden of LMCD operation <br />costs from heavy reliance on property taxes to more user <br />fees. Staging of the increases allows marinas time to pass <br />them on to the lake user. <br />Martinson also said that increased revenues are required <br />to manage the lake. Use demand on the lake will be going up.
