Chair Rascop <br />A.Review Draft Management Plan for Lake Minnetonka. <br />Chair Rascop called attention to the draft copy of the <br />Management Plan provided each director, as well as a <br />critique of that draft dated 9/23 prepared by Consultant <br />Dave Arndorfer, delivered to all directors 9/24, and a <br />further critique of 9/23 distributed at this meeting. <br />Rascop asked the board’s consensus on- <br />1) Reviewing the eight pages of Arndorfer's 9/23 <br />critique and three pages of the 9/25 critique in <br />conjunction with the board’s review of the draft <br />planned of this meeting, and . . . <br />2) Subsequent, acceptance and forwarding of the final <br />revised draft to member cities and affected <br />agencies. <br />It was the boa-d member’s consensus that the Arndorfer <br />memos be reviewed item by item for consideration in the <br />draft for cities and agencies. <br />B Facilitator Jim Uttley opened the board review with <br />jj©fej^©nces prepared from Arndorfer’s memos as well as <br />any other item the board may want addressed in this <br />review. Six pages of documentation to support the <br />changes discussed with the board have been provided by <br />Uttley subsequent to this meeting for the LMCD record. <br />Copies are provided to LMCD board members and are <br />available on request from other affected cities/agencies. <br />C. Additional changes proposed by board members were: <br />1) Rascop proposed deleting the last sentence of item <br />**g*‘, p. 82, which was agreed upon. Rascop further <br />questioned LMCD being the lead agency for providing <br />boat accesses in last Work Program Activity item, <br />p. 90. Recommendation was agreed to change <br />“provide" to "identify" to resolve the question. <br />2) Grathwol questioned the last sentence, 1st para, <br />p. 39, as to this item being LMCD present policy. The <br />Board concurred the statement is correct, leave it <br />in. P. 85, first sentence of 4th para, recommended <br />to be deleted. Appendix 1-2, recommended use of <br />word “usurp", substitute with "preempt". <br />D.Bill Bidun, Tonka Bay, asked the board whether it has <br />considered a budget for the plan to determine if the <br />cities and all the people can afford to do this plan. <br />Carlson responded that the plan, mandated by the <br />Metropolitan Council, addresses where the funding is to <br />come from. Rascop added that if LMCD does not get <br />funding, then the task does not get done. <br />-continued
