Questions and <br />^mments were received from the following individuals^ responses were provided by <br />Hay, Dallam, and Humbert <br />Brian Nowak (Independence)! If hard economic issues are not gomg to be in the scopmg <br />do <*»imf»nt, he plans to ask his City Council to appropriate funds to pay for additional <br />economic study. Response: Scoping is supposed to be a process that qualitatively looks at <br />issues and alternatives to be studied in an EIS. <br />Q: <br />A; <br />Is the upgrade of existing TH 12 considered to be a "build" alternative? <br />Yes <br />Finn Haug (Medina): Has anyone approached BNRR to use the railroad tracks; to reroute <br />the BNRR, bury it or abandon it? Response: Yes ~ but it is a main route for them.Why <br />does BN have more "rights" than a property owner? Response: They don’t — but it is veiy <br />difficult to relocate RR’s - and it usually isn’t a viable option. Discussion: Use same ROW <br />for RR and roadway? Response: Ver\ ’.-.’nensive plus would still have to relocate numerous <br />residences. <br />Peter Seboon (Long Lake): Percent of tax base lost - to pull information is not difficult. <br />Real estate tax data touched within the corridor should be included in impact. Response: <br />Probably won ’t be done at this stage (not appropriate) - but it is an issue and is very <br />important <br />Mary Butler (Orono): Explain condemnation and ROW acquisition procedure? Response: <br />Mn/DOT can acquire ROW for use for roadway — generally — if property is touched it is <br />acquired. <br />Pete Pittel (Long Lake): An alternative roughly paralleling the old RR route -- Luce Line - <br />. should be reconsidered, because of engineering considerations and fewer environmental <br />constraints. Response: The Luce Line’s former status as a RR does not mean a route near <br />it will provide an environmentally less-sensitive facility. <br />Rick Holmes (Long Lake): How is the value of property in tuture ROW determined? <br />Response: A certified appraiser (or two) from Mn/DOT is dispatched to appraise (plus <br />funds are made available to pay a property owner to get his/her own appraisal done) ~ to <br />provide a value for acceptance/rejection.
