TH 12 Policy Committee Meeting <br />September 18,1991 <br />Page 3 <br />B.Swartwood asked if the economic impacts to businesses/residences would also consider <br />tax base losses? Dailam said that this would be examined in the EIS and that it is hopeful <br />that the girixting evaluation criteria can be used to narrow alternatives. <br />Dallam then distributed a preliminary impact evaluation summary (by community/county) <br />and said that revisions will (hopefully) be mailed out prior to the next meeting. He <br />explained the impacts to Wayzata as an example to go over each criterion. The Committee <br />requested the drafts be sent out with agendas to the other study committees for their <br />reaction and input. Dallam also explained some judgements made to evaluate the impacts - <br />•for example, if a significant portion of a property was located within a corridor, but not <br />the residential unit, then it was counted). For Orono ’s wetlands, he said that due to the <br />need for data consistency between communities, the acreage from the Mn/DNR - USF&W <br />maps would probably understate the number of wetlands identified, in addition, by the City <br />of Orono. This would be true for other portions of the study area. <br />Dallam asked the Committee for their comments on the draft material one week after the <br />Technical/Citizens’s Committees ha'-’e met (on October 1st). For the next Policy Committee <br />meeting, it is desired to have all correct information for each alternative. <br />Dallam said that the requested T.112/CR 6/TH 55 limited u/^adc traffic forecast would <br />be mailed to the Policy Committee and presented to the Technical and Citizens <br />Committees. <br />The Chair stated that the neA.i meeting w''’Ud be :ld October 16lh. The Committee <br />discussed changing the location of the Pi Comi.i:ttee Meeting to a larger facility <br />accommodate the growing attendance - possibly one of Orono ’s schools? Hay will <br />investigate. <br />Other Business <br />The draft minutes for the August 21, 1991 Policy Committee meeting were distributed for <br />review for the next meeting. <br />B.Peterson said that former Transportation Commissioner Riley ’s Dec. 31st deadline for <br />T/\ng Lake/Orono to come to agreement could be difficult for them to reach and asked if <br />an extension would be possible. Hay said that an extension would be possible. (Peterson <br />said it was Orono ’s understanding that the impact evaluation would be discussed in detail <br />at tonight ’s meeting). Humbert said MuDOT would not go ahead without allowing the <br />communities to jointly study the issue.
